ADJOURNMENT CITY OF MERRIAM PARK AND RECREATION ADVISORY BOARD MEETING MINUTES Tuesday, November 23, 2021 6:00PM Roll Call The November meeting of the Merriam Parks & Recreation Advisory Board was called to order at 6:00 p.m. by Chairperson Staci Chivetta. Board members in attendance included: Billy Croan, Kathy Stull, LaVera Howard, Christopher Leitch, Katie Leary, Evan Quinley and Tony Scott. Staff members in attendance were Anna Slocum, Director, Dave Smothers, Assistant Director and Abby Hall, Customer Service Representative. There was no public in attendance. Public Comments There were no public comments. Approval of Meeting Minutes Billy Croan made a motion to approve the October minutes. Kathy Stull seconded the motion. No questions or discussion of the minutes. Motion passed unanimously. Staff Reports Director’s Report Community Center Update A detailed memo was included in the packet. Updates to information shared in the memo included: • Staff has scheduled an appointment with epoxy flooring vendor for Tuesday, November 23. This meeting will provide insight on repairs required to address the sealant that is peeling in this area as other flooring concerns that are occurring in the kitchen and men’s locker room. Contractor will send dates to complete the repair in the family changing room. Estimated closure is 3 days, hoping for repair in mid-December. • Utilizing the idea from October meeting to plug membership addresses into Google, staff worked with Community Development to complete this task. Once the map was generated, the concentration of memberships was astonishing within 5 miles of the facility. Working with the Highlights mail house vendor, staff identified an area of Shawnee from Switzer to Quivira and Kansas City, Kansas from 47th St to Turner to target a membership campaign. There are 8,591 addresses in this identified area. The next step is to bid out the project and determine if the scope needs to be reduced. The membership campaign postcard is being designed internally. The goal is to have this hit mailboxes between Christmas and New Year with around 8,600 postcards being mailed to non-resident households. Selling 4 new memberships will pay for the expense of the mailing. • On Friday, November 19, staff attended a Mid-America Region of Design-Build Institute of America awards celebration. Merriam Community Center design-build project received the Institutional Award of Merit. The award, submitted by McCarthy, noted the “Lucy” persona created as a facility for all. Staff shared the “Lucy” persona and will forward the information to those who indicated wanting more information regarding the process. Monthly Community Center Membership Report Included in the packet are the comparison reports for annual membership and daily visits. During October there were a total of 198 memberships purchased taking the total number of membership sales to 1,524 for the year, of which 1,306 are currently active. This was the second largest month of membership sales behind June. October visitation fell 6% from September but when compared to 2020 there was a 46% increase. October is now the 5th highest attended month of the year. Day passes fell to 400 for the month, down 95 from September. This is now the 7th highest for the year. To date, 8,714 day-visits surpasses the pro-forma of 8,300. Insurance visits increased in all categories with the exception of Active and Fit. This continues to be a popular benefit for residents. The increase in participation is due to the closing of the aquatic portion of a Shawnee private facility. Assistant Director Report Tim Murphy Art Gallery Updates Highschool Visual Art Competition Updates The reception will be held on Thursday, December 2 from 7 – 8:30 p.m. There were 22 high schools submitting 800 works of art. There were 105 accepted works representing 18 high schools. Tim Murphy Art Gallery 2022 Schedule Included in the packet is the 2022 schedule. There are several new artists in the line-up. January 6 will be the opening exhibit for 2022. Program Evaluations Merriam Drive Live The report was included in the packet. There were 350 attendees. The new start time worked better and the beverage trailer provided by Embrace the Grape was a hit. Due to the rain at the beginning of the event, yard games were not setup. Cornhole Tournament was cancelled due to lack of participation. Halloween Happenings Event evaluation was included in the packet. This event was well attended. Thanks to the many volunteers who helped make this event a success! Favorite activities included the mini-hole golf game and the photo booth. Upcoming Events Christmas in the Courtyard Event flyer was included in the packet. The event will be Friday, December 3 from 6:30-8 p.m. and include carols by Merriam Park Elementary, Santa, hot cocoa, and live reindeer. Families will be able to start the holiday season off watching the classic “Charlie Brown’s Christmas” in the community center. While a free event, those in attendance are encouraged to bring a canned good, unwrapped toy or cash donation to support the North East Multi Service Center. Breakfast with Santa Event flyer was included in the packet. The event will be held at the Merriam Community Center Saturday, December 4 from 9-10:30 a.m. There was a recommendation to consider ways to make holiday events more inclusive. New Business Review of Annual Election Protocol Per the meeting procedures, staff read the election protocol to ensure the process was followed correctly. Those elected tonight will begin service at the January 2022 meeting. Election of Chairperson commenced. LaVera Howard made a motion to nominate Tony Scott. Katie Leary seconded the motion. There was no discussion of motion and no other nominations. Motion passed unanimously. Election of Vice-Chairperson commenced. Kathy Stull made a motion to nominate LaVera Howard as Vice-Chairperson. Billy Croan seconded the motion. There was no discussion of motion and no other nominations. Motion passed unanimously. Other Business Public Park and Facility Naming Policy There were a few minor grammatical changes that staff were made aware of that have been corrected. Changes recommended at the October meeting were reviewed. The policy was approved. Downtown Corridor Update The committee met recently. The presentation was confusing, flipping between long term and short-term goals of the plan. This hindered progress and created tension among business owners. There are concerns of narrowing Merriam Dr. to three lanes and adding street parking. Since many of the properties are currently in the floodplain, there was discussion of what it would look like to get properties out of the floodplain so improvements can occur. JOCO Public Art Library Committee Update Members of the committee had nothing to report. Adjournment Billy Croan called for a motion to adjourn. Katie Leary seconded the motion. To: Merriam Parks and Recreation Advisory Board From: Anna Slocum, Director of Parks and Recreation Subject: Director’s Report Date: January 25, 2022 Community Center Update ▪ Staff continues to work with McCarthy on the replacement of items in the natatorium. During the past several months significant changes have occurred. The slide fence has been powder-coated and re-installed, the railings, lane line reel, accessible chair lifts and new lifeguard chairs have been installed. Door hardware has been delayed as well as the restroom receptacles. Staff continues to carefully monitor the space for additional corrosion issues. ▪ The majority of the items that the City of Merriam initially purchased for the natatorium have been replaced. Outstanding tasks still being processed are very close to completion. Scott Rice is scheduled to be on-site January 27 to replace the bases on the party room and lifeguard office chairs. Swim suit dryers have been ordered, final payment for a new ice machine and undercounter refrigerator has been processed by McCarthy and are awaiting delivery. ▪ The epoxy flooring in the family change area has been repaired. Staff is carefully monitoring the area to ensure no additional issues arise in the area. The issue in the men’s locker room cannot be fixed. The hard line of coloring change is due to a different mix after the drain pan repair required a complete tear out of the area. ▪ Lizzy Herda gave her two-week notice in mid-January and will be returning to North Carolina where she had previously worked. Staff will once again be seeking a new Fitness Coordinator and discussing the recruiting process of this position to determine how to find a qualified successful long-term candidate. ▪ The membership recruitment postcard campaign hit mailboxes mid-January. Staff will track the return rate to determine success with a report in March as the postcard expires the end of February. ▪ The “FitClassPass” program is underway. At the writing of this memo, 25 people have enrolled in the opportunity. Staff continues to promote the opportunity to patrons with the goal to expand the classes participating throughout the year. ▪ Staff introduced a new aquatic program in January: Aqua Flow – a Taijifit Experience. The instructor is also teaching the new Cardio Splash class that had been taught at a private facility in Shawnee. ▪ Over New Year’s Eve weekend, a condensate line from the Desert Aire HVAC unit froze and broke. The line was responsible for removing the moisture pulled from the 1|Page natatorium and discharging it into the roof drain. The line was added in the summer of 2021 after creating unsafe conditions in the winter of 2020 when the water froze on the roof making it difficult to service the other rooftop units. The line was not wrapped in heat tape which allowed it to freeze. Once froze, the water pulled from the natatorium overfilled the drip pan which then created a rainforest experience at the Fit Desk and Group Exercise Room. Once the frozen pipe was disconnected and the water allowed to drain onto the roof the leak interior rain stopped. Staff has received a bid from a water restoration company for repairs and will be working with the HVAC vendor to file an insurance claim. ▪ The first week of January, staff identified more of the glue substance that occurred in the natatorium in 2021. The original location was identified in the Esther Brown (Yoga) Room. In the process of notifying McCarthy of the issue, an additional issue was identified in natatorium. Representatives from McCarthy and Clark Enersen evaluated the areas to determine corrective action. The Desert Aire unit is properly pulling moisture and finding weak areas of the facility pulling moisture from the walls. Last winter the east wall was a significant void and now that repaired other weak spots are being identified. Luckily, the area in the natatorium, it was a caulking issue that has been addressed. In the Esther Brown (Yoga) room, the exposed beam above the ceiling is providing direct access to the room and pulling the glue into the space. Since this room is directly above the natatorium with a crack between the wall and footer, is allowing Desert Aire unit to pull moisture. Since the beam is above the ceiling, there is a spray foam insulation that can be applied to insulate the beam. This will provide the barrier needed to prevent moisture from being pulled from the wall. A date to address this repair has yet to be determined. Once fixed, MVP will be on site to clean the walls and repaint where necessary. ▪ Staff has started exploring options to improve the lighting in the lower level of the parking structure. There are currently four options being considered. At a minimum, the lights will be separated from the outside parking structure lights to improve scheduling control. Other options being considered include installing a suspension kit on the existing 18 lights and/or installing 7 matching fixtures. Staff are reviewing bids for all options. ▪ In December, staff were tasked with testing a new payroll application that went live with the first pay-period of 2022. The first aspect of the application to roll out was time keeping and payroll. The scheduling piece / advanced scheduler that will be highly used by Parks and Recreation was not ready. After the roll out of the time keeping aspect, the scheduler piece has been a priority of staff. There have been many discovery documents completed to compile the necessary data needed to create scheduling templates and rules associated for each position. The new application will allow staff to drop shifts, pick up shifts and provide availability all within the system. Currently, this is a managed manually and is extremely time consuming for managers. Once discovery documents are complete it is a two-week build and a two-week test of the application. The goal is to begin testing the application at the end of the month. ▪ January was the first month staff completed a e-newsletter for community center members. Utilizing a feature in RecTrac called RecConnect staff will use this monthly communication to promote programs to memberships. This tool also allows for target communication when needing to communicate cancellations with specific programs. 2|Page Monthly Community Center Membership Report Included in the packet are the comparison reports for annual membership and daily visits. During November and December there were a total of 203 memberships purchased taking the total number of membership sales to 1,727 for the year, of which 1,440 are currently active. Cancellations for November and December are similar to the number seen in October with 41 and 45 respectively. Staff had planned to provide a pro-forma comparison but due to other projects this task did not occur but it is still a comparison that staff plans to bring to the board. November visitation rose over October and December visitation was greater than November. In 2021, MCC welcomed 86,645 visits (membership + guests) compared to 13,057 in 2020. Insurance visits in November and December rose in 4 of the 6 categories. This continues to be a popular benefit for residents. During 2021 there were a total of 11,843 insurance visits compared to 1,748 visits in 2020. These visits represent 13.6% of the total visits that occurred in 2021. Fall Recreation Report The document is a complete listing of all program enrollment and participation from September through December 2021. Historically, this document would compare the previous year to the current year. Due to the challenges of 2020, staff focused on the growth not only in programs but also the variety of programs offered. Staff continues to carefully track enrollment and evaluate promotional avenues to determine what provides the most success. Annual Recreation Report Similar to the Fall season report, this document would compare the previous year to the current. Since 2020 was not fully operational 2021 will be the base year for detail program comparison. Also included is a summary comparison from 2016, 2017 and 2018 the last fully operational years of both the Merriam Aquatic Center and Irene B. French Community Center. Having the sleigh in front of tree made a perfect spot for pictures. The weather was amazing! Caribou was a hit with coffee and hot chocolate! Popcorn and a movie were a fun addition. Weaknesses: Reindeer cancelling at the last minute was unfortunate, but unavoidable. Depending on weather for evening, possible outdoor activities for folks to participate in while waiting for Santa. Opportunities: Other activities for families to enjoy while waiting for Santa. Possible opportunities for local businesses to get involved as sponsors, perhaps then be onsite. Thoughts: Well attended first go round for this event. Promote the fact that we’ll be showing a movie along with other activities. Definitely have Merriam Park Elementary back – this provided a built in audience. Staff: Ingrid, Renee, Rachel, (breakdown crew: Joey Segura, two lifeguards) Strengths: The Carr’s help, generosity and kind hearts are very appreciated for these holiday events. We were able to use their time, talent and treasure (decorations, trees, etc.). Cracking the doors about 2 inches helped with air flow and smokiness from pancake griddle. Weaknesses: Three of the HS volunteers didn’t show up. Having book giveaway in the same location as check in became congested. At that time in the morning the sun was coming directly through the window and causing a glare for pictures with Santa. Opportunities: Max of 120 filled up pretty quickly. Maybe do two sessions. Be sure to move book giveaway (if done) to a less busy area away from the entrance. Thoughts: Be sure to have story teller sit and stay in one place (Santa chair). Having kids stay in their seats and her to roam about made it difficult for them to hear and see. If they have the book giveaway, to the storyteller to not put out duplicates of whatever they use for the giveaway drawing as it caused confusion for the parents. There were a few adults that did not sign up/pay ahead of time but came with others who did. Maybe have them register/pay the day of as long as the RecTrac date is extended to the day of the event. Try documenting which adults are with the same “household” when they have different last names. Or add a questions about how many in each party. Send out a reminder email the week of to all the adults/households signed up since we did have several families/adults not show up for the event? Strengths: Sean McNown (musician) was perfect for the venue/event. Bob Klausing was the judge this year and did a wonderfully thorough and thoughtful job. Students and families seemed to really enjoyed the evening. It was great having the slide show playing on all three screens. The weather was nice so staff stood outside SW double doors to direct teachers and student artists to the main entrance to get their nametags. Event Entrance sign with HS Show poster at front doors. Weaknesses: Forgot to announce students could pick up their certificates at the end of the event. Be sure to have staff there to hand them out. Opportunities: Handheld microphone on the stand did not pick up if the speaker turned away. Try using lavalier next year. Remember to let entertainment know they need to stick around until after the awards presentation to break down. Thoughts: Let teachers know if they have a student(s) receive an award (not what, but a general heads up) to encourage more attendance. Do a $150 gift card drawing for teachers to buy supplies for their classrooms. Check and adjust musician microphone ahead of time and adjust sound system as needed. ART GALLERY 31 PASTEL TREASURES FEBRUARY 3 — 26 MAPS MEMBERS OPENING RECEPTIO Thursday, Febmary 3, zu22 N> 743.30 P m & MERRIAM Park: 3. Recreation Heartland update: There were 252 works submitted from 88 artists representing 10 states for the 26th Annual Heartland Artist Exhibition. Eighty-one works from 56 artists representing six states were accepted. The show will be hung the week of Feb 28 – March 4. As of now we are planning an in person opening reception and awards ceremony from 5 – 7 pm on Saturday, March 5 (awards at 6:30 pm). The foundation has approved the return of the Heartland Purchase Award over the next five years for new additions to the community center permanent are collection. Currently there are two people registered for Zorn Palette and Abstracts, the Heartland artist workshop lead by juror, Catherine Kirkland, scheduled for Thursday and Friday, February 24 and 25.
