CALL TO ORDER Chair McConnell called the meeting to order at 5:32 p.m. II. ACTION ITEMS 1. Consider approval of the Jan. 16, 2025 meeting minutes. Committee Member Denesha made a motion to approve the January meeting minutes. Committee Member Becker seconded and the motion was unanimously APPROVED. IV. PROJECT UPDATES 1. Select Semi-Finalists for MCC Parking Structure Project Page 1 of 2 Public Art Committee Minutes – February 13, 2025 The committee reviewed the evaluation criteria for this project, then discussed the artists with the highest scores from the second round of scoring on CaFE. The top 15 artists were shared, and ultimately the committee agreed to invite Cara Lynch, Milagros Collective, and Beth Ravitz as the semi-finalists. The committee will reconvene if any of them are no longer interested or available. Commissioner S. McConnell made a motion to invite Cara Lynch, Milagros Collective, and Beth Ravitz as the semi-finalist artists. Committee Member Gomez seconded and the motion was unanimously APPROVED. The committee wants to emphasize that the project should include some personalization to Merriam, and that artists should review the Master Plan. Artists should be reminded of our extreme seasonal weather. The committee also confirmed they have a preference for both indoor and outdoor locations to be utilized. Their site specific proposal will be due on April 1 and their presentation to the PAC will be on April 10. The committee will seek community feedback on the proposals. The committee will have a Q&A with artists during their March meeting. Staff will provide artists with a video tour of the site. 2. City Updates Public Art will be featured in the City's next issue of Highlights. Hearts Across Merriam continues to go well, and the next location for hiding hearts is Chatlain Park. 3. ADJOURNMENT There being no other items to consider, the meeting was adjourned at 7:03 p.m. Page 2 of 2  PUBLIC ART PROJECT PROPOSAL Project Overview Parade of Hearts (POH) is a public art experience that celebrates diversity, unites communities, and supports nonprofits. In 2026, a new shape and theme, “Hearts of Unity,” symbolizes Kansas City’s unifying spirit and our place on the global stage as we welcome guests from around the world for the World Cup. Hearts will be placed around the metro as public art landmarks and an economic driver, strategically positioned to increase foot traffic and stimulate local businesses. POH has an app that helps people find all the hearts, learn more about them, and track their progress in visiting them all. In 2024, 1,260 visitors checked in at our heart at Merriam Marketplace, and 1,271 visitors checked in at the Visitors Bureau. Assistant City Administrator Caitlin Gard serves on the planning committee for POH. The sponsorship deadline is April 30, 2025. Which Placemaking Outcomes does this project meet?
