I. CALL TO ORDER
Chair Shawn McConnell called the meeting to order at 5:30PM

III. ACTION ITEMS
1. Consider approval of the October 9, 2025 Public Art Committee minutes.
Committee Member Nelson made a motion Committee member Christine Nelson
made a motion to approve the minutes with the correction of her being present at
the October 9 meeting. Committee member Jordan Gomez seconded, and the
motion was unanimously APPROVED. Committee Member Gomez seconded and
the motion was unanimously APPROVED.
IV. PROJECT UPDATES
1. City Hall Window Project Update - 2026
Staff reported that Cara had reached out to the City, to see if we were going ahead with

the City Hall window project for 2026. She mentioned that her schedule had some
project added. Caitlin expressed that we are interested and that to add us to her
schedule for 2026.
2. 1% for Art Discussion
Discussion followed on a possible 1% for art for new developments within the city. Staff
shared what other cities and the county are currently doing. Shawn commented that
this would be in addition to the current CIP funding that the city council allocates to the
committee. Staff shared a draft of an ordinance that was started back in 2009 as a
starting point to review and bring back with comments and suggestions to the next
meeting.
3. Next Public Art Project -Timeline
Discussion followed on the next new art project timeline. Committee asked if a draft of
a RFQ could be brought to the January meeting for review. Then solicit artists,
Spring/Summer with a Spring 2027 installation. The committee would also like
suggestions for smaller projects in February. One suggestion was a historical themed
project at Brown Park.
4. City Updates
The 29th Annual High School Art Exhibition starts Thursday December 4 @ 7PM.
Christmas in the Courtyard is Friday December 5 @ 6:30PM
5. Other Items from the floor
The Art committee will not meet in December.
Glass hearts were given to the art committee as a token of appreciation.

There being no other items to consider, the meeting was adjourned at 6:33 PM

301-3050-000-15-04 is the new public art account. There is $115,000 budgeted each year
(including for 2026). The money not used at the end of the year rolls into the CIP fund balance.
Since 2023, there has been $91,645.96 spent.
