Village Board Meeting Minutes March 13, 2025 1225 The Village Board met at the Merrillan Village Hall on March 13, 2025, at 6:30p.m. in person and via Google meet. In person were President Chris Wruck, Heather Sprinkle, Jordan Powell, Jane Fehrman, Sally Madsen, Deputy Clerk Gween Lunderville, PW Griffin Abbott, Attorney Mark Radcliffe, Bill Laurent and Dan Knoeck (MSA). No one appeared via google meet. 1.​ President Wruck called the meeting to order at 6:30 p.m. 2.​ President Wruck certified open meeting law requirements were met. 3.​ Roll Call - Fehrman, Sprinkle, Powell, Madsen, Wruck all present 4.​ Public Comment - Bill Laurent was able to attend the State Legislative meeting as a Jackson County representative. Bill shared some of the proposals that were discussed during the legislative session. 5.​ Attorney Radcliffe- a.MSA Project updates -Dan gave project updates. T b.MSA Review and Action on bids for Hayden, Mill, and Center Streets – Discussion. One bid was received. Motion by Wruck to reject the one bid which was received and readvertise with updates, 2nd by Fehrman. Dan will also look at alternative options to reduce costs. R c.Abandoned/Dilapidated Buildings – No Updates d.Water and Sewer Disconnects - Discussion e.Public Nuisance Ordinance – Motion made by Wruck seconded by Powell to repeal and recreate 11-6-2 (b) AFPublic Nuisance Defined and 11-6-6 (2) - Abatement of Public Notices. Roll call vote; In favor – Powell, Sprinkle, Wruck, and Fehrman. Opposed – Madsen. Motion Carried. 6. Fire District - No Updates 7. Police Report- No one present from the Sheriff’s Dept. 8. Maintenance Report - Monthly report was submitted. 9. Vouchers- were reviewed and signed. 10. Delinquent List was reviewed. No Action. 11. Approval of All Minutes- Motion by Sprinkle seconded by Powell to approve. Motion Carried. 12. Approval of Financial Report Motion by Powell seconded by Sprinkle to approve. Motion Carried. D 13. Approval of Operator License – Fehrman motion to approve Operator License applications for Amy Turner and Rebecca Goldsmith, 2nd by Powell. Motion Carried. 14. Cemetery Report- Motion to approve by Sprinkle 2nd by Madsen. Motion Carried. Unfinished Business- Discussion and/ or action 15. Waterfall-Historical Landmark - No updates 16.Hydro Repair Quote - No updates Village Board Meeting Minutes March 13, 2025 1225 New Business- Discussion and/or action 17. Trow Lake Dam Inspection – Discussion 18. Diesel Refuel – Motion by Powell, 2nd by Fehrman to refuel up to a cost of $8,000 pending available funding possibly from the diesel CD up for renewal in May 2025. Motion Carried. 19. Sewer Rate Increase – Motion to increase sewer rates by 5% effective April 2025 made by Powell, 2nd by Fehrman. Motion Carried – All in Favor by roll call vote. 20. Electric Service Mast 202 E Clark Street – Discussion. 21.Kennel License Renewals – Motion by Powell to accept Kennel License renewals for Vargas, Paar, and Dougherty. Additionally, Sebastian’s kennel license renewal is pending upon payment T in full, including associated fees, if paid by March 31st. If not paid by March 31st, Sebastian will have to reapply. 2nd Madsen. 22. Lion’s Club Street Closure Request – Motion by Wruck to approve the street closure for the Lion’s Club Car Show, Flee Market, and Village Yard Sale Saturday May 3, 2025, 2nd by Madsen. R Motion Carried. 23. Lion’s Club Temp Class B Wine and Class B Beer License – Motion made by Sprinkle to approve the applications for 8/23/25, 5/23/25, 6/20/25, 8/08/25, 9/06/25 Lion’s Club Temp AF Class B Wine and Class B Beer License, 2nd by Wruck. Motion Carried. 24. Village President Nice Neighbor Awards – Motion made by Madsen for the following recipients: Karl Miller, Randy Brown, and Raymond Green, 2nd by Fehrman.
