Present: Mayor Stan Pickett and Councilmembers Jeff Casper, Dan Aleman, Robert Miklos, Bruce
Archer, Greg Noschese and Tandy Boroughs, City Manager Cliff Keheley and City Secretary Sonja
Land.
SPECIAL CITY COUNCIL MEETING - CITY COUNCIL CHAMBER - 7:00 P.M.
OTHER BUSINESS
1 Canvass results of the General and Special Election for the purpose of electing
Councilmembers for Places 3, 4 and 5 and to consider amendments to the
Home Rule Charter of the City of Mesquite, Texas, held May 5, 2018.
Sonja Land, City Secretary, read the results, according to the canvass reports
provided by the Dallas County Elections Department, of the General and Special
Election for the purpose of electing Councilmembers for Places 3, 4 and 5 and to
consider amendments to the Home Rule Charter of the City of Mesquite, Texas,
held May 5, 2018.
2 Consider a resolution canvassing the returns and declaring and adopting the
results of the May 5, 2018, General Election for the purpose of electing City
Councilmembers for Places 3, 4 and 5 and canvassing the returns and
declaring and adopting the results of the May 5, 2018, Special Election for the
purpose of submitting to the qualified voters certain proposed amendments to
the home rule Charter of the City of Mesquite.
Mr. Archer moved to approve Resolution No. 28-2018, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF MESQUITE, TEXAS, CANVASSING THE RETURNS
AND DECLARING THE RESULTS OF THE MAY 5, 2018, GENERAL ELECTION FOR
THE PURPOSE OF ELECTING CITY COUNCILMEMBERS FOR PLACES 3, 4 AND 5
AS WELL AS CANVASSING THE RETURNS AND DECLARING THE RESULTS OF
THE MAY 5, 2018, SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED VOTERS OF THE CITY, FOR ADOPTION OR REJECTION, CERTAIN
PROPOSED AMENDMENTS TO THE HOME RULE CHARTER OF THE CITY OF
MESQUITE, TEXAS; ENTERING AN ORDER IN THE RECORDS OF THE CITY OF
MESQUITE THAT EIGHT (8) CHARTER AMENDMENTS HAVE PASSED BY MAJORITY
VOTE; ENTERING AN ORDER IN THE CITY’S RECORDS DECLARING THAT THE
EIGHT (8) CHARTER AMENDMENTS ARE ADOPTED; PROVIDING FOR
CERTIFICATION OF AUTHENTICATED COPIES OF THE CHARTER AMENDMENTS
TO THE SECRETARY OF STATE; AND DIRECTING THE CITY SECRETARY TO
PROPERLY RECORD THE CHARTER AMENDMENTS IN THE CITY’S RECORDS; AND
DECLARING AN EFFECTIVE DATE THEREOF.

Against 917 22.08%
Motion was seconded by Mr. Boroughs and approved unanimously. (Resolution
No. 28-2018 recorded in Resolution Book No. 54.)
3 Installation of newly elected Councilmembers.
Mayor Pickett administered the Oath of Office to Councilmembers Bruce Archer,
Place 3, Dan Aleman, Place 4, and Greg Noschese, Place 5.
4 Consider appointment of a Mayor Pro Tem and Deputy Mayor Pro Tem for
one-year terms.
Mr. Archer moved to appoint Dan Aleman as Mayor Pro Tem for a one-year term.
Motion was seconded by Mr. Casper and approved unanimously.
Mr. Miklos moved to appoint Tandy Boroughs as Deputy Mayor Pro Tem for a
one-year term. Motion was seconded by Mr. Archer and approved unanimously.
ADJOURNMENT
Mr. Casper moved to adjourn the meeting. Motion was seconded by Mr. Noschese and approved
unanimously. The meeting adjourned at 7:19 p.m.

Mr. Casper moved to adjourn the meeting. Motion was seconded by Mr. Noschese and approved
unanimously. The meeting adjourned at 7:19 p.m.

a person licensed under Subchapter H, Chapter 411, Government Code (handgun licensing
law), may not enter this property with a concealed handgun.
