STAFF PRESENTATIONS
1 Receive training regarding trending topics on the Texas Open Meetings Act, and
the Public Information Act.
EXECUTIVE SESSION - COUNCIL CONFERENCE ROOM - 5:30 P.M.
Mayor Alemán announced that the City Council would meet in Executive Session pursuant to Section
551.074 of the Texas Government Code to consider the appointment, evaluation, employment,
reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal Court Judge,
City Secretary, members of the various City boards and commissions, and City officers or other City
employees (Annual review of Municipal Court Judge and City Secretary); whereupon, the City Council
proceeded to meet in the Executive Conference Room. After the closed meeting ended at 6:58 p.m.,
the City Council reconvened in Open Session.
No executive action was necessary.

SPECIAL ANNOUNCEMENTS
1. Ms. Anderson announced that the Texas Department of Transportation (TxDOT) and the City of
Mesquite have begun safety improvements along Lawson Road between Milam Road and Cartwright
Road. Motorists will soon notice the addition of shoulders to the roadway along with new guardrails
throughout the area. Construction began in December and is expected to be completed by the end of
February 2023.
2. Mr. Boroughs stated that the City of Mesquite now offers Mesquite Alerts, a high -speed emergency
mass alert service powered by CodeRED. Mesquite Alerts provides the City of Mesquite with the ability
to notify residents in the event of emergency situations or critical information such as water boil
advisories, weather emergences, chemical spills or other incidents where rapid and accurate
information is essential for life safety. Residents can opt in to receive real time notifications by
telephone, text and/or email. Public Safety officials across the United States have credited similar
notification systems for successfully locating missing children, apprehending wanted criminals and
issuing timely evacuations. Citizens may sign up for notifications at
www.cityofmesquite.com/MesquiteAlerts.
3. Ms. Vidler stated that the City has launched a more secure, convenient and user -friendly online
payment system for customers called MesquitePay. There are no City -related convenience fees if you
pay via cash, money order, check by mail or in-person or through your bank’s bill pay option. The new
MesquitePay includes fast bill pay and an improved user experience. It also offers many more options
to pay including Pay Pal, Pay Pal Credit and Venmo along with the option to set up recurrent automatic
payments.
4. Mr. Green invited residents to attend a Town Hall Meeting on Tuesday, January 10, 2023, at 6:30
p.m., at City Hall, 757 North Galloway Avenue, Training Rooms A&B. Public Safety will be discussed by
the Mesquite Police Department. Attendees will learn about crime initiatives and crime prevention
programs.
5. Mr. Casper stated that Weather Activated Relief for Mesquite (WARM) is a program sponsored by
Sharing Life Community Outreach, the Mesquite Ministerial Alliance and the City of Mesquite to provide
temporary shelter for individuals who are unsheltered during extreme weather conditions. To volunteer
or donate, visit sharing.life/WARM.
6. Mayor Alemán invited residents to honor the life and legacy of Dr. Martin Luther King, Jr ., by
attending a parade in Downtown Mesquite on Saturday, January 14, 2023, at 10:00 a.m., and a
community celebration at the Mesquite Arts Center, 1527 North Galloway Avenue, at 1:00 p.m. Keynote
speaker is Dr. LaDonna Gulley from the Mesquite Independent School District (MISD). The event is
co-hosted by the City of Mesquite, MISD, Mesquite NAACP and Mesquite Ministerial Alliance.
7. Mayor Alemán stated that during the New Year’s holiday, the Mesquite Police Department
confiscated 32.8 pounds of fireworks, 19 firearms and issued six citations. Approximately 366 calls
were received regarding discharge of fireworks and firearms. He thanked Debbie Anderson, President
of the Mesquite Citizens Police Academy Alumni Association (MCPAAA), members of the MCPAAA and
City dispatchers for their help answering these calls.
CITIZENS FORUM
Mary Edwards, 4303 Via Barcelona, expressed support for promoting Safe Haven/Baby Moses Law in
the City.

Department.
(Staff recommends purchase of twenty-three Dodge Chargers for the Police
Department from Grapevine Chrysler Dodge Jeep, Inc., through the BuyBoard
Contract No. 601-19, in an amount not to exceed $841,832.00.)

4 Bid No. 2023-045 - Purchase of Commercial Solid Waste Containers.
(Staff recommends the purchase of commercial solid waste containers from
Roll-Offs of America, Inc., through the Houston-Galveston Area Council of
Governments Cooperative Purchasing Program (HGAC Buy) Contract No.
RH08-20, in an amount not to exceed $3,960,842.00.)

5 Approve on-call compensation for members of the Mesquite Fire Department
who are assigned to perform the duty of Fire Investigator at the rate of three and
three-tenths (3.3) hours per month or partial month covering an on-call duty
assignment, to be granted in addition to any overtime payable for hours actually
worked outside a regular working assignment.

At this time a number of citizens not to exceed 10 shall be allowed to speak on any matter other than items
on the agenda, personnel matters, matters under litigation or matters concerning the purchase, exchange,
lease or value of real property for a length of time not exceeding three minutes on a first-come, first-served
basis. Citizens addressing the Council through a translator will be allowed six minutes. No Council action or
discussion is to be taken until such matter is placed on the Agenda and posted in accordance with law.
CITIZENS COMMENTS
At this time, any individual wishing to discuss any matter on the agenda shall be allowed to speak for a
length of time not exceeding three minutes on a first-come, first-served basis. Citizens addressing the
