Article VII of the Miami Gardens Code entitled, “Lobbyist” requires that all lobbyists before
engaging in any lobbying activities to register with the City Clerk and pay a one-time annual fee
of $250.00. This applies to all persons who are retained (whether paid or not) to represent a
business entity or organization to influence “City” action. “City” action is broadly described to
include the ranking and selection of professional consultants, and virtually all-legislative, quasi-
judicial and administrative action. All not-for-profit organizations, local chamber and merchant
groups, homeowner associations, or trade associations and unions must also register however
an annual fee is not required.

Staff Summary
This Annual Report and Financial Statement is prepared pursuant to Chapter 163 of
the Florida Statutes that require each Community Redevelopment Agency (CRA) to
provide an annual report to the Governing Body. This report and financial statement
are submitted to fulfill the requirement and provide information to the public for the
Fiscal Year 2020 - 2021 (October 1, 2020 – September 30, 2021).
Attached is the first annual report and financial statement for the Miami Gardens CRA.
This report provides a listing of accomplishments. The Miami Gardens CRA's base year
is 2019; however, there are no financials to report for the Fiscal Year 2020-2021.
Upon approval, this Annual Report and Financial Statement will be shared with our
increment partner, Miami-Dade County and the community.

Recommended Action
It is recommended that the Miami Gardens Community Redevelopment Agency Board
accept the FY 2020-2021 Annual Report and Financial Statement, and allow for any
necessary changes or updates upon review of Miami-Dade County and the State of
Florida.

Overview
Under Florida law (Chapter 163, Part III), local governments can designate areas such as Community
Redevelopment Areas when certain conditions exist. Since all the monies used in financing Community
Redevelopment Agency (CRA) activities are locally generated, CRAs are overseen by local governments.
Redevelopment plans must be consistent with local government comprehensive plans.
To document the required conditions that exist, the local government must survey the proposed
redevelopment area and prepare a Finding of Necessity. If the Finding of Necessity determines that the
required conditions (slum and blight) exist, the local government may create a Community
Redevelopment Agency to provide the tools needed to foster and support the positive redevelopment
of the targeted area.
This Annual Report and Financial Statement are prepared pursuant to Chapter 163 of the Florida
Statutes that require each CRA to provide an annual report by March 31st of each year to the Governing
Body. This report and financial statement are submitted to fulfill the requirement and provide
information to the public for the Fiscal Year 2020 - 2021 (October 1, 2020 – September 30, 2021). This
Annual Report and Financial Statement will also be shared with our increment partner, Miami-Dade
County.

Miami Gardens Preforming Arts Center
The Miami Gardens Community Redevelopment Area Plan identifies an opportunity for a catalyst
project to eliminate and prevent the spread of blighted conditions.
This catalyst project will be the development of the Miami Gardens Performing Arts Center (MGPAC),
which will serve as an anchor institution and play a significant role in the rejuvenation of our local
economy.
In recent years, the idea of creative place-making has become a driving force in urban planning. Through
this catalyst project, arts and culture are positioned at the center of economic development and
community revitalization. By transforming a dormant, underutilized site in our community into a
dynamic, family-friendly space, the City of Miami Gardens can create a positive long-term ripple impact
in conjunction with the Entertainment Overlay District.
The proposed site is within the Community Redevelopment Area (CRA) boundary, which demarcates the
area identified in a 2014 Findings of Necessity report to have elements of blight, including reduced
economic health, high crime rates, extensive code violations, and unfavorable land development
conditions. The development of the MGPAC is envisioned to encourage and complement other
initiatives geared to eliminate and prevent the spread of urban blight and develop programs to support
redevelopment and rehabilitation of unfavorable conditions. In addition, this cultural centerpiece will
have a significant economic impact on the City of Miami Gardens.

Financial Overview
Tax increment financing is a unique tool the State provides for redevelopment activities. This financing
tool allows cities and counties to leverage public funds to promote private sector activity in the targeted
area. The dollar value of all real property in the Community Redevelopment Area has a fixed “base
year.” The base year of the Miami Gardens CRA is 2019. Taxing authorities, which contribute to the tax
increment, continue to receive property tax revenues based on the frozen “base year” value. Any tax
revenues from increases in real property value, referred to as “increment,” are deposited in the
Community Redevelopment Agency Trust Fund and dedicated to the redevelopment area and the
priorities outlined in the Community Redevelopment Plan (adopted in October 2018).
For Fiscal Year 2020-2021, trust fund revenues in the amount of $808,728 were generated through tax
increments contributed by two taxing authorities, the City of Miami Gardens ($483,451) and Miami-
