SPECIAL MEETING – April 23, 2018 The Board of Public Works and Safety of the City of Michigan City, Indiana, met in SPECIAL SESSION on Monday morning April 23, 2018, at the hour of 9:00 a.m., in the Council Chambers, in the City Hall Building, located at 100 East Michigan Boulevard, Michigan City Indiana – a regular meeting room of this Board. The meeting was called to order by President Steve Janus, who presided. Noted present: Steve Janus and Rich Murphy (2) Absent: Virginia Keating (1) A QUORUM WAS NOTED PRESENT. Also noted in attendance: Lt. Jeff Loniewski, M.C.P.D. Traffic Division Skyler York, Assistant City Planner Kim Sliwa, Deputy Clerk Dawn Debald, Assistant Deputy City Clerk LANE CLOSURE REQUEST – Rieth & Riley and American Structurepoint is requesting a lane closure on Ohio Street between U.S. Highway 20 and Kieffer Road from April 30, 2018 thru November 30, 2018 regarding the Ohio Street Reconstruction Project Todd Bell, Superintendent, Rieth & Riley Construction addressed the Board stating there are several phases to the project, this being the first; explaining there will be one lane of traffic to the north; advising the detours will be set up accordingly. Discussion ensued between President Janus and Mr. Bell regarding if the closure will just be the west lane the entire time. Mr. Bell responded yes, for phase one; explaining once phase one is completed on the west side of the road, it will be rebuilt, then traffic will be switched to southbound traffic only for a period of time. Mr. Bell stated the driveways throughout the area will be maintained and homeowner’s and businesses will be able to cut across the work lane to get to their property on the west side of the road. Lt. Loniewski, M.C.P.D. Traffic Division addressed the Board stating that American Structurepoint held a pre-construction meeting with all the City Department heads including Fire and EMS; advising all their questions and concerns were answered; explaining Mr. Bell and Mr. Miller from D & M Excavating have agreed to keep all city department heads aware of all the different lane closures through emails; recommending approval. Joe Dubyel, Area Supervisor, American Structurepoint addressed the Board stating he will be managing the inspection department team for the project. Vice-President Murphy made the motion to approve the lane closure request for Rieth & Riley and American Structurepoint for the Ohio Street Project between U.S. Highway 20 and Kieffer Road from April 30, 2018 through November 30, 2018. The motion was seconded by President Janus and carried as follows: AYES: MEMBERS Janus, and Murphy (2). NAYS: None (0). Motion Carries. ADJOURNMENT President Janus stated as there was no other items on the agenda to be considered by the Board at this time, declared the meeting ADJOURNED (approximately 9:05 a.m.). Vice-President Murphy made the motion to adjourn. The motion was seconded by President Janus and carried as follows: AYES: MEMBERS Janus and Murphy (2). NAYS: (0).
