SPECIAL MEETING – September 26, 2018 The Board of Public Works and Safety of the City of Michigan City, Indiana, met in SPECIAL SESSION on Wednesday morning, September 26, 2018, at the hour of 9:00 a.m., in the Council Chambers, in the City Hall Building, located at 100 East Michigan Boulevard, Michigan City Indiana – a regular meeting room of this Board. The meeting was called to order by Vice-President Rich Murphy, who presided. Noted present: Rich Murphy and Virginia Keating (2) Absent: Steve Janus (1) A QUORUM WAS NOTED PRESENT. Also noted in attendance: Amber Lapaich, Corporate Counsel Skyler York, Assistant City Planner Craig Phillips, Planning Director Gale Neulieb, City Clerk Dawn Debald, Assistant Deputy City Clerk CERTIFICATE APPROVAL – Skyler York, Assistant City Planner is requesting approval of Eleftheri Subdivision (Secondary Plat) located at the corner of Westwind Drive and Franklin Street Skyler York, Assistant City Planner addressed the Board stating this is a Secondary Plat for Eleftheri Subdivision that has already been approved by the Planning Commission; advising all the covenants are in order, this was part of the condition; explaining they are waiting on us to sign off so that they can record the covenants and easements with the plat; further stating this is just a formality; asking for approval. Virginia Keating made the motion to approve the request for the certificate approval for the Eleftheri Subdivision (Secondary Plat) located at the corner of Westwind Drive and Franklin Street. The motion was seconded by Vice-President Murphy and carried as follows: AYES: MEMBERS Murphy and Keating (2). NAYS: None (0). Motion Carries. REQUEST FOR LANE CLOSURES – Craig Phillips, Planning Director, is requesting intermittent lane closures on Franklin Street from 4th to 11th Streets at various locations for the installation of tree lighting from September 26, 2018 thru October 15, 2018 between 7:00 a.m. – 5:00 p.m. Craig Phillips, Planning Director addressed the Board stating he is requesting approval for intermittent lane closures from time to time associated with individual trees in terms of the installation of the new lighting. Darrin Selking, Landscape Illuminations addressed the Board advising they will be working on one (1) tree at a time, so they will have a few cones set up where they have their equipment, probably a twenty (20) foot section; everything else will be open; stating they will be working on one (1) block at a time. Discussion ensued between Vice-President Murphy and Mr. Selking regarding parking being a sensitive issue downtown. Mr. Selking advised they will only have maybe one (1) vehicle utilizing a parking space, everything else will be parked on the side streets. Vice-President Murphy asked how long it takes per tree, Mr. Selking responded 4-6 hours per tree. Craig Phillips, Planning Director, addressed the Board stating the Mayor has suggested that the equipment (lift) that is being used is temporarily parked on the West side of Franklin Street near City Hall while the work is being done; asking for approval. Virginia Keating made the motion to approve the request for lane closures on Franklin Street from 4th to 11th Street at various locations for the installation of tree lighting from September 26, 2018 through October 15, 2018 between 7:00 a.m. – 5:00 p.m. in addition to that, approval of the storage of the lift that will be on City property located on the West side of Franklin Street near City Hall. The motion was seconded by Vice-President Murphy and carried as follows: AYES: MEMBERS Murphy and Keating (2). NAYS: None (0). Motion Carries. ADJOURNMENT Vice-President Murphy stated as there were no other items on the agenda to be considered by the Board at this time, declared the meeting ADJOURNED (approximately 9:07 a.m.). Virginia Keating made the motion to adjourn. The motion was seconded by Vice-President Murphy and carried as follows: AYES: MEMBERS Murphy and Keating (2). NAYS: (0).
