SPECIAL HYBRID/ ZOOM MEETING – May 25, 2023 The Board of Public Works and Safety of the City of Michigan City, Indiana, met in SPECIAL MEETING on Thursday, May 25, 2023, at 8:30 a.m., hosted by “Hybrid/Zoom” and streaming live on “My Michigan City” Facebook page. The meeting was called to order by President, Virginia Keating, who presided. Noted present in person: Virginia Keating, Michael Vinson, and Mayor Parry (3), Absent: None (0). A QUORUM WAS NOTED PRESENT. Also noted in attendance: Amber Lapaich Stalbrink, Corporate Counsel Chief Doug Legault, MCFD Andrew White, Alco TV Chris Yagelski, Mayor Administrator Assistant Chief Cooney, MCPD Yvonne Hoffmaster, City Controller Stacy Dudley, Deputy Clerk Amanda Pickens, Assistant Deputy Clerk President Keating read the following request. EMERGENCY PURCHASE- MCFD Chief Legault, is requesting to purchase one (1) 2023 Pierce Enforcer 100 Foot Rear Mount Platform Aerial Fire Truck from Pierce Manufacturing for the Michigan City Fire Department in the amount of $2,000,000.00. President Keating stated for the record, the City Council passed a Resolution that supported the funding at their Special meeting last night and also 1st reading on an Ordinance approving an additional appropriation that moved into 2nd reading. Chief Legault addressed the board thanking them for the special meeting and gave a brief description of problems the T-Rex is having also addressing the needs of the Fire Department and if approved today they can receive the 2023 Pierce Enforcer 100 Foot Rear Mount Platform Aerial Fire Truck by August or September this year. President Keating asked if there were any public comments, there was no response. President Keating asked if there were any board comments. Vice President Vinson asked with having these issues with the current equipment, what kind of protection or warranty will come with this one, will Pierce provide a backup truck for necessary service or will the department rely on the old 1995. Chief Legault responded the department will use the 1995. President Keating asked Chief Legault, what are the plans for the other T Rex. Mayor Parry stated for the record the agreement is once this truck is purchased and the T Rex is fixed it will be sold and the profit from that sale will go back into the Rainy-Day Fund. Amber Lapaich Stalbrink, Corporate Counsel stated you can approve the motion but subject to the Certificate of Insurance from Pierce Manufacturing as this is very critical for any issue during delivery. Mayor Parry made a motion to approve the purchase one (1) 2023 Pierce Enforcer 100 Foot Rear Mount Platform Aerial Fire Truck from Pierce Manufacturing for the Michigan City Fire Department in the amount of $2,000,000.00 pending a Certificate of Insurance; second by Vice President Vinson by the following votes AYES: Board of Public Works and Safety members Keating, Vinson, and Parry (3). NAYS: None (0) Motion Carries. President Keating read the following request UPDATE TO JOB DESCRIPTIONS- Ta-Tanesha George, Human Resource Director, is requesting to update the following job description. Special Hybrid/Zoom Meeting – May 25, 2023 Page 2  Part-Time Animal Control Officer Assistant Chief Cooney, MCPD, stated he approached the human resource director for the job description which needs to be approved by the board as it was previously approved by the Council. President Keating asked if there were any public comments, there was no response. President Keating asked if there were any board comments. Mayor Parry asked if this description matched what the department was looking for, as the department needs to hire as they are in dire need. Chief Cooney responded yes as part time just limits their hours and has weekend availability. Vice President Vinson asked is it possible to take these animals to the County. Chief Cooney responded that the County is currently full and as right now we have a court case as we have been taking care of six (6) animals. Attorney Lapaich Stalbrink stated she did reach out to the prosecuting attorney as to what avenue the state is going to move on, so we are moving forward on this. Vice President Vinson asked if this is a new position or adding employees. Chief Cooney stated this is a new position that will allow us to hire 2-3 part-time employees. Vice President Vinson made a motion approving the following job description of Part-Time Animal Control Officer; second by Mayor Parry by the following votes AYES: Board of Public Works and Safety members Keating, Vinson, and Parry (3) NAYS: None (0) Motion Carries. ADJOURNMENT The presiding officer inquired whether there was anything else to be considered by the Board at this time and, there being none, asked for a motion to ADJOURN the meeting at approximately 8:45 a.m. Mayor Parry made the motion to Adjourn. The motion was seconded by Vice President Vinson. AYES: Board of Public Works and Safety members Keating, Vinson, and Parry (3). NAYS: None (0).
