MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES October 12, 2016 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, October 12, 2016 in the Council Chambers at City Hall, located at 100 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Chief of Police Mark Swistek, Assistant Police Chiefs Royce Williams and Tim Richardson, Sgt. Chris Yagelski, Attorney Jennifer Koethe and City Council Representative Pat Boy. APPROVAL OF MINUTES - Commissioner Pliske made a motion to approve the minutes of the Regular Meeting held on September 21, 2016 and the Special meetings held on September 19, 2016 and September 21, 2016. The motion was seconded by Commissioner Palmer. Motion carried 2-0, abstain 1. OLD BUSINESS PROBATIONARY OFFICER REPORT Sergeant Chris Yagelski reported the following:  The Probationary Officers will come off probation November 16, 2016. They are currently working the 2nd shift. Commissioner Palmer will put a calendar together of the days remaining so they can do their ride along.  Officer Hynek was injured during training and is scheduled to be released by the doctor on November 11, 2016. APPLICANTS IN PROCESS POLYGRAPH: None. Will need to send 2 more to process. BACKGROUND INVESTIGATIONS: There are two (2) applicants in background. One has been completed and will be discussed at the special meeting to follow. The other background is still in process. PHYSICAL/PSYCH: None PERF: None NEW BUSINESS CORRESPONDENCE RECEIVED - None PROMOTIONAL TESTING - The Promotional Testing for officers will be held on Thursday, November 10, 2016 starting at 1:00 pm in the training room. APPLICANT TESTING – Tentative date for applicant testing is sometime January 2017. Will discuss in special meeting. 1 October 12, 2016 meeting minutes REPORT FROM CHIEF SWISTEK  Noted Halloween Trick or Treat will take place on October 31st from 5:00 pm – 7:00 pm. We will have extra patrols out during the hours.  Looking towards 2017 and anticipating 2 hires. To date we currently have 85 officers. 2 officers will be retiring in 2017. Will need to fill those vacancies.  Congratulations to Corporal Steve Alt for winning Officer of the Year from the Exchange Club. Officer Brian Wright was the other nominee.  Congratulations to Corporal Al Bush for 39 years of Service and winning the Rotary Club Service Above Self Award.  The Uniform and SCU units have recovered 7 guns.  Past Performances are out for final signatures.  Welcomed back Commissioner Mike Buda. PUBLIC COMMENTS: None Next meeting date is scheduled for November 9, 2016 at 11:00 a.m. in the council chambers. Meeting adjourned at 11:10 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
