MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES November 9, 2016 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, November 9, 2016 in the Council Chambers at City Hall, located at 100 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Chief of Police Mark Swistek, Attorney Jennifer Koethe and City Council Representative Pat Boy. APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on October 12, 2016 and the Special meetings held on October 12, 2016. The motion was seconded by Commissioner Pliske. Motion carried 3-0. OLD BUSINESS PROBATIONARY OFFICER REPORT Chief Mark Swistek reported the following:  The three Probationary Officers will come off probation November 15, 2016. The Commissioners will need to do their ride along prior to this date.  Officer Hynek is attending the academy and is in his first week and is doing well. APPLICANTS IN PROCESS POLYGRAPH: There are three (3) applicants currently in polygraph. Only 1 is complete at this time. The Commissioners will review the completed polygraph at the special meeting to follow. BACKGROUND INVESTIGATIONS: There is one (1) applicant in background that will be discussed at the special meeting to follow. PHYSICAL/PSYCH: None PERF: None APPLICANT TESTING: Commissioner Palmer updated the Commissioners stating at this time that there were a total of 21 completed applications on file for the upcoming January 7, 2017 applicant testing, and applicants were now be notified by email rather than mail. Chief Swistek said they have reached out to the MC Churches, NAACP, Trade Unions, Local colleges and the ILEA in an attempt to let prospective candidates that we are hiring. PROMOTIONAL EXAM: Commissioner Palmer reminded everyone taking the Promotional Test scheduled for November 10, 2016 (there were 45 officers signed up) to arrive at 12:45 pm. 1 November 9, 2016 meeting minutes NEW BUSINESS CORRESPONDENCE RECEIVED – None CLAIMS- Commissioner Buda made a motion to accept the claims as presented. The motion was seconded by Commissioner Pliske. Motion 3-0. REPORT FROM CHIEF SWISTEK  The Citizens Police Academy was being held at this time and Chief Swistek wanted to take this time to thank Commissioner Buda and Holly’s Restaurant for donating the dinner for that week’s event; one of the classes involved the students getting to interrogate Sgt. Chris Yagelski; November 17, 2016 will be the graduation ceremony and Chief Swistek wanted to thank Sgt. Chris Yagelski and Rhonda Swistek for all their hard work in putting this together.  Reminded everyone of Safety with the upcoming Holiday Shopping Season approaching; there will be additional patrols out. He also reminded shoppers to use their panic buttons on the car remotes if they are in trouble and tips how to secure packages in your vehicle.  There was a peaceful protest outside the police station; this is from and open and active case from July of 2011.  Updated the Commission on the 5 armed robberies stating it is still being investigated but nothing has happened since the 5th event.  There are a few officers on vacations but the past performances will be into the commissioner by next week.  Monday December 5th is Shop with a Cop at Walmart. Commissioner Pliske asked if it was possible to do a Citizens Academy more than once a year and Chief Swistek explained all the details that goes into making this a successful event and he could not ask them to do this twice a year. COMMISSIONERS COMMENTS - None REPORT FROM COMMISSION ATTORNEY- None REPORT FROM CITY COUNCIL LIAISON – Mrs. Boy stated that she has taken part in the Citizens Police Academy adding was a lot of fun and really enjoyed it. PUBLIC COMMENTS - None Next meeting date is scheduled for December 14, 2016 at 11:00 a.m. in the Community Room at the Michigan City Police Station, 1201 E. Michigan Blvd. Meeting adjourned at 11:10 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
