MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES December 14, 2016 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, December 14, 2016 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Chief of Police Mark Swistek, Assistant Police Chief Tim Richardson, Attorney Jennifer Koethe, Commission Secretary Jennifer Clouse, City Council Representative Pat Boy and Corporal Steve Alt. APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on November 9, 2016 and the Special meeting held on November 9, 2016. The motion was seconded by Commissioner Pliske. Motion carried 3-0. OLD BUSINESS APPLICANTS IN PROCESS POLYGRAPH: There are currently two (2) applicants in polygraph, this will be discussed at the Special Meeting to follow. BACKGROUND INVESTIGATIONS: There is one (1) applicant in background, this will be discussed at the special meeting to follow. PHYSICAL/PSYCH: None PERF: None APPLICANT TESTING  Commissioner Palmer reported that there are 41 applications received to date for the testing on January 7th. Deadline to submit an application is December 23, 2016. NEW BUSINESS CORRESPONDENCE RECEIVED – None CLAIMS TO BE PAID:  Commissioner Buda made the motion to approve the claims as presented which total $5,877.00. The motion was seconded by Commissioner Pliske. Motion Carries 3-0. 1 December 14, 2016 meeting minutes OTHER BUSINESS:  Commissioner Buda made the motion to accept the 2017 contract for Commission attorney Jennifer Koethe in the amount of $3,600.00. The motion was seconded by Commissioner Pliske. Motion Carries 3-0.  Commissioner Palmer updated the Commission in regards to the three (3) Probationary Officers becoming 1st Class Patrol Men effective November 16, 2016. Commissioner Buda made the motion to promote Nicholas Charo, Nicholas Baker and Louis Gallegos to 1st Class Patrolman effective November 16, 2016. The motion was seconded by Commissioner Pliske. Motion Carries 3-0.  The Commissioners reminded Chief Swistek that the July 1, 2016 – December 31, 2016 Past Performances period is coming to the end and will need to begin working on the ratings for the period. REPORT FROM CHIEF SWISTEK  Chief Swistek explained the Annual Shop with a Cop event took place on Dec 5th, thanking a few sponsors that made this possible. 90 individuals participated.  Announced on January 6th there will be a reception for Corporal All Bush who is retiring after 40 years of service.  Also announced that Office Steve Gutowski will be retiring on January 16th with 24½ years of service.  Reminder that applicant testing will be held on Saturday, January 7, 2017 in the Community Room.  Chief Swistek thanked the Commission for the purchase of the Blood Pressure equipment that will be utilized for all employees. It will be in the weight room.  On December 12, 2016 there was a get together at Galveston Steakhouse for Corporal Jeff Piotrowski who is leaving for his 3rd deployment.  Also noted that he spoke with Officer Elkins who is also on deployment. REPORT FROM ASST. CHIEF RICHARDSON  Wished everyone a Happy Holidays. REPORT FROM CORPORAL STEVE ALT  Corporal Alt updated the Commissioners on Nathan Hynek, he is doing very well at the academy. He recently lost his brother but will be returning to the academy to finish. He is scheduled to graduate in February. COMMISSIONERS COMMENTS  Commissioners asked what numbers was the department at, Chief Swistek responded that the department is at 85, the number will go down to 83 with the retirements in January 2017 and then expecting two more retirements in July 2017, will take the number down to 81. Chief Swistek would like to be at 83 so he would like to get two (2) applicants in the hiring process right away.  All the Commissioners wanted to wish everyone Happy Holidays! REPORT FROM COMMISSION ATTORNEY  Attorney Koethe thanked the Commission for renewing her contract for 2017.  Wished everyone a Happy Holiday. REPORT FROM CITY COUNCIL LIAISON  Congratulations to retirees.  Pray for officers in the Military.  Merry Christmas to everyone. PUBLIC COMMENTS: None Next meeting date is scheduled for January 11, 2017 at 11:00 a.m. in the Community Room. Meeting adjourned at 11:30 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
