MICHIGAN CITY POLICE CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES July 12, 2017 The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, July 12, 2017 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana. DETERMINATION OF QUORUM - A quorum was present to conduct business. CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m. ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske. Also present: Chief of Police Mark Swistek, Attorney Jennifer Koethe and Commission Secretary Jennifer Clouse. APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on June 14, 2017, the Special meetings held on June 14, 2017 and July 10, 2017. The motion was seconded by Commissioner Pliske. Motion carried 3-0. OLD BUSINESS APPLICANTS IN PROCESS POLYGRAPH: None BACKGROUND INVESTIGATIONS: Discussion ensued regarding suspending the review of any backgrounds until an opening occurs within the department. Chief Swistek stated the next anticipated opening will be August 2018 due to a retirement. PHYSICAL/PSYCH: None PERF: None Discussion ensued between the commissioners and commission attorney regarding the two applicants that are currently in background; advising the eligibility list will expire in January 2018 and where will these two applicants fall; the commission attorney will review and advise the commission how to proceed. NEW BUSINESS CORRESPONDENCE RECEIVED:  A Thank You card was received from the Swistek Family. CLAIMS TO BE PAID:  Commissioner Pliske stated there were claims in the amount of $988.50 1 July 12, 2017 meeting minutes  Commissioner Buda made the motion to approve the claims as presented which total $988.50. The motion was seconded by Commissioner Pliske. Motion Carries 3-0.  Commissioner Palmer stated the 2018 Budget has been turned into the Controller’s Office in the amount of $26,395.00.  Commissioner Buda made the motion to approve the 2018 Budget. The motion was seconded by Commissioner Pliske. Motion Carries 3-0. PAST PERFORMANCE END JUNE 30, 2017  Chief Swistek stated a reminder email has been sent out stating the Past Performance ended June 30,2017 and they needed to be turned into the commission office. REPORT FROM CHIEF SWISTEK:  Chief Swistek gave an update on all probationary officers; advising what shift they were on and that they were all doing very well.  Chief Swistek thanked the commission for all they do during the hiring process.  Chief Swistek advised the commissioner about the upcoming Cardboard Boat Races on July 15, 2017 stating the Youth Leader Ship which had 38 children built a boat and will participate in the race.  Chief Swistek reminded everyone of the Back To School Rally on Thursday, August 10, 2017 from 3-7 pm.  Chief Swistek stated that the Grand Prix Boat Races will be coming to Michigan City on August 4-6, 2017 and will boat parade will be August 5, 2017 at 6 pm as part of the Taste of Michigan City.  Chief Swistek asked the Commissioners to please get the material out to the officers for the upcoming Promotional Testing.  Finally advising there will be a Pension Board meeting on July 13, 2017 at 2 pm. COMMISSIONERS COMMENTS:  There was discussion regarding the playground behind the police station; Chief Swistek discussed the Michigan City Area School summer feeding program.  The commissioner advised the Swearing In Ceremony was very nice; Chief Swistek advised they allowed the new hires to write their own article about themselves. REPORT FROM COMMISSION ATTORNEY:  Nothing to report PUBLIC COMMENTS:  No Report Next meeting date is scheduled for July 12, 2017 at 11:00 a.m. in the Community Room. Meeting adjourned at 11:16 a.m. on motion by Commissioner Buda and seconded by Commissioner Pliske.
