REGULAR MEETING MINUTES
August 9, 2017
The Police Civil Service Commission of Michigan City, Indiana, held its regular monthly meeting on Wednesday, August 9,
2017 in the Community Room located at 1201 E. Michigan Blvd., Michigan City, Indiana.
DETERMINATION OF QUORUM - A quorum was present to conduct business.
CALL TO ORDER - Commissioner Michael Palmer called the meeting to order at 11:00 a.m.
ROLL CALL OF MEMBERS - Present: Commissioners Michael Palmer, Mike Buda and John Pliske.
Also present: Chief of Police Mark Swistek, A/C Tim Richardson, A/C Royce Williams, Attorney Jennifer Koethe, City Council
Liaison Ron Hamilton and Commission Secretary Jennifer Clouse and Officers receiving awards.
APPROVAL OF MINUTES - Commissioner Buda made a motion to approve the minutes of the Regular Meeting held on July
12, 2017. The motion was seconded by Commissioner Pliske. Motion carried 3-0.
OLD BUSINESS

BACKGROUND INVESTIGATIONS: We currently have (2) completed backgrounds that will remain in background until an
opening exists.

PROBATIONARY OFFICER REPORT
Chief Swistek reported the following:
Probationary Officers Cody Washluske and Amanpreet Singh are currently assigned to Shift 2.
Probationary Officers Dana Ford and Matthew Babcock are in month 2 of the Field Training Program.
All Probationary Officers are doing well.
We are on a waiting list to get the officers into the academy.
PAST PERFORMANCE UPDATE
Chief Swistek reported that Capt. Harris will be setting a meeting for later in August for the Board of Commanders to meet
and review the past performances.
PROMOTIONAL EXAM UPDATE
Commissioner Palmer stated they are looking at options for next year’s promotional exam. Nothing concrete yet. Currently
inquiring at Purdue Northwest and IU Northwest.
Chief Swistek stated he was talking to a retired FBI Agent who teaches at IU to let him know we are looking for an instructor,

NEW BUSINESS
CORRESPONDENCE RECEIVED:
A copy of the transfers effective August 11th.
Copies of the awards given out today by the Chief.
CLAIMS TO BE PAID:
Commissioner Pliske stated there were claims in the amount of $948.50. Commissioner Buda made the motion to
approve the claims as presented which total $948.50. The motion was seconded by Commissioner Pliske. Motion
Carries 3-0.
REPORT FROM CHIEF SWISTEK:
The 9th annual Power Boat Race was held last week and he wanted to thank all the officers that worked the event.
Everything went well. It was a very successful event with no issues.
Friday Aug 11th thru Labor Day will conducting an “Operation Pull-Over Blitz” focusing on seatbelts and impaired
drivers.
Will be meeting with the Command Staff next Wednesday the 16th to review the shooting on July 23rd. Chief will
report to the Commissioners the recommendation of the Command Staff.
Back to School Rally is August 10th at Gill Field from 3-7.
Thanked the Michigan City Area School Assistance for their Summer Feeding Site at Cleveland Park this summer. It
was well organized and attended.
Will be providing extra patrols in the Eastport Neighborhood at the request of the Association. The Chief is
committed to their concerns. Last week patrols were increased. State Police worked Thursday and Friday to assist
and made arrests and issued several traffic citations. Again Chief is throwing all resources available to help fix the
problems.
The following Officers received awards:
Officer Carol Pytynia a Life Saving Award for the June 12, 2017 of a suicidal person on the Hwy 12 Bridge.
Officer DeShone Harris a Life Saving Award for the June 12, 2017 of a suicidal person on the Hwy 12 Bridge.
Detective Jillian Ashley a Letter of Commendation for the May 11th Fifth Third Bank Robbery arrest.
Detective Kay Pliske a Letter of Commendation for the May 11th Fifth Third Bank Robbery arrest.
Sergeant Jason Holaway a Letter of Commendation for the May 11th Fifth Third Bank Robbery arrest.
ASSISTANT CHIEF COMMENTS
Assistant Chief Richardson congratulated those receiving awards today. He also stated they are working hard in the Tenth
Street neighborhood by making several drug related arrests. They are also hitting all the hot spots around town.
Assistant Chief Royce Williams congratulated all the officers receiving awards today
COMMISSIONERS COMMENTS:
All three Commissioners congratulated the officers receiving awards today.

Attorney Koethe congratulated the officers receiving awards today.
REPORT FROM CITY COUNCIL LIAISON
City Council Liaison Ron Hamilton congratulated the officers receiving awards today as well as thanked all the officers who
worked the Super Boat Race on a great job.
