MINUTES ANTI-RACISM TASK FORCE MIDDLETOWN, CONNECTICUT SPECIAL MEETING JANUARY 11, 2021 Present: Councilman Ed Ford Jr., Dr. Vivianna Conner, Councilwoman Jeanette Blackwell, Precious Price, Co-Chairman Darnell Ford, Bobbye Knoll Peterson, Kayon Morgan, Stacey Barka, Brian Gartner, Kirk Hart, Mayor Benjamin D. Florsheim, Chair Sacha Armstrong- Crockett. 1. Call to Order. Meeting was called to order at 6:11 p.m. 2. Public Comment. Two individuals attended from the public. No comments from the public. 3. Approval of Minutes: (i.e. Minutes were reviewed and discussed) MOTION: Councilwoman Jeanette Blackwell made a MOTION to approve the minutes of the December 14, 2020 Anti-Racism Task Force Special Meeting. The Motion was seconded by Brian Gartner. The Motion passed unanimously. 4. New Business. A. FOIA and RRO training workshop – Proposed meeting for February 22, 2021 at 6 p.m. for FOIA and RRO workshop training with General Counsel. B. Discussion of the Civilian Review Board – MOTION made by Kirk Hart. The motion was seconded by Councilman Ed Ford Jr. Kirk Hart then removed the MOTION from the floor. Councilman Ed Ford withdrew his seconded MOTION from the floor. Kirk Hart then proposed another MOTION as the first actionable item for this committee will be establishing a framework for a CRB to be recommended to the Mayor and the City Council. The MOTION was seconded Co-Chair Darnell Ford. The Motion passed unanimously. C. NCCJ Report (standing item) - Added two additional pillars which were COVID and environmental justice to the existing 7 pillars. Discussion of a budget, proposals, possibly hiring a consulting group to assist with developing a strategic plan, continue the discussion of creating a timeline for CRM and make this the first actionable item. 5. Adjournment. MOTION to adjourn made by Co-Chair Darnell Ford. The MOTION was seconded by Chair Sacha Armstrong-Crockett. The Motion passed unanimously. Meeting was adjourned at approximately 7:15 p.m.
