COMMITTEE CONCERNING PEOPLE WITH DISABILITIES MEETING MINUTES
City of Middletown
61 Durant Terrace – Recreation/Community Service Building
January 9, 2018
6:00 PM
1. Members Present: Marty Knight/Chairperson, Joe Carta (via phone), Richard Pelletier, Keith Vinci,
Elderrean Paules, Dr. Helen Evrard and Phil Cacciola.
Absent: August DeFrance, Joseph Bibisi.
Staff Present: Catherine Lechowicz – Director of Recreation and Community Services
General Public: none
2. Meeting Called to Order: Called to order at 6:01pm.

4. Approval of Minutes: A motion to approve the meeting minutes of December 5, 2017, was made by
Elderrean Paules and seconded by Keith Vinci. The motion carried.
Departmental Reports:
Elderrean Paules stated that the Christmas party was a success. There were about 14 people in
total that attended. This past weekend one of the tenants passed away. Monarca Place is getting a
new key fob system for security purposes. A discussion ensued.
Richard Pelletier stated that he didn’t have anything to report. He watched the Common Council
Meeting and was not sure about what will happen with the middle school project. We have to
make sure that we get the funding from the State or it the project will not move forward. Cathy
Lechowicz stated that the issue is that it is not guaranteed that the state will give Middletown the
rate that the voters voted on. If Middletown fronts the $4 million dollars and if the state does not
give the rate, the $4 million dollars is nonrefundable. If they allocate $4 million dollars it would
have to go to another referendum. A discussion ensued.
Joe Carta stated that he did not have anything to discuss.
Dr. Helen Evrard stated that she did not have anything to discuss.
Keith Vinci stated that Unified Theater is starting up again. Karen called and asked that he be
there tomorrow at rehearsal to help the children. Dr. Helen Evrard gave a reminder that she can
advertise this on the Wesleyan radio station. A discussion ensued.
Phil Cacciola stated that he did not have anything to report. He asked Marty if he has been
walking to the YMCA. Marty stated that the roads have been pretty good except the other side of
Church and Broad Streets. South Congregational church has also been fine. A discussion ensued.
Cathy Lechowicz stated that she would read the response letter from Lisa Santangelo out loud to
the committee. In her letter, Lisa indicated that she had some questions regarding the letter that
she received from Cathy Lechowicz on behalf of CCPD. She stated that she needed more specific
information in order to respond. Lisa Santangelo and David Bauer plan on attending the next
CCPD meeting. A discussion ensued. Also, Cathy had a tri fold brochure regarding the
Committee Concerning People with Disabilities. She described the tri fold to the committee in
great detail. Dr. Helen Evrard mentioned that she would do a public service announcement
regarding this committee and others if she could get information for these committees. A
discussion ensued.
Joe Carta had questions regarding the warming centers and the emergency shelter at the high
school. This question was pertaining to the past storm that we just had and the concern of power
outages. A discussion ensued.

Adjournment: A motion of adjournment was made by Phil Cacciola, and was seconded by Elderrean
Paules. The motion carried unanimously. The meeting adjourned at 6:37 pm.
