I. An Ordinance Appropriating $749,000 for Track Resurfacing and Improvements

A. Authorizing the Mayor to sign the “Acceptance Certificate as outlined in the May
12, 2008 Agreement between the City of Middletown and Kleen Energy Systems,
LLC; approving the initial rate of service for the Kleen Energy Water District at
$8.67 per thousand cubic feet metered, billed, and collected by the Water
Department; and approving establishing a separate revenue fund account for the
Kleen Energy Water District.

B. Approving authorizing the Finance Department to process payments from the
Insurance and Claims Committee as stated in their draft minutes following their
filing with the City and Town Clerk.
C. Approving a new position entitled Assistant General Counsel in the Office of the
General Counsel, non-bargaining, salary grade 18 ($35.34 - $52.31) effective
upon adoption.
D. Approving the name of Pashley Lane and accepting it as a City Street.
E. Authorizing the Mayor to enter into a contract with Brian Wishneff & Associates
for assisting the City regarding Federal Historic Tax Credits for the rehabilitation
of the Eckersley Hall Building.
F. Approving the lease to Jukonski Truck Sales and Services with a five year term
at $300 with an option to renew for an additional five years and authorizing the
Mayor to execute said lease and other such documents necessary for the lease.
G. Approving waiving the Competitive Bid Requirement in accordance with Section
78-8 of the Middletown Code of Ordinances to purchase a storage shed from
Kloter Farms in the amount of $19,579.50.
H. Approving a fixed partial tax abatement for AJ Property Holdings, LLC for the
construction of their 6,000 sq. ft. building pursuant to Section 272-9 of the
Middletown Code of Ordinances.
I. Approving an ordinance amending Section 272-22 Effective date; expiration. of
Chapter 272 of the Middletown Code of Ordinances to extend the tax relief
program for qualifying Seniors.
J. Approving an ordinance amending Article III Storage of Solid Waste and
Recyclable Solid Waste by adding new Sections 253-23 through 253-26
regarding the storing of solid waste, placement of containers, time restriction for
the placement of containers and failure to remove solid waste or recycling
containers.
K. Approving the Memorandum of Understanding between the City of Middletown
and Local #466, AFSCME Council #4 to address Article VII, Sections 3(B) and 11
of the Collective Bargaining Agreement to limit the amount of vacation that a
Union member can carry-over to eight weeks and to provide Union members until
June 30, 2014 to draw down vacation time.
