SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN CONNECTICUT APRIL 14, 2016 The Special meeting of the Common Council of the City of Middletown was held in the Council Chamber of the Municipal Building on Thursday, April 14, 2016 Immediately following the 7 p.m. meeting Present Mayor Daniel T. Drew; Deputy Mayor Robert P. Santangelo, Councilman Eugene Nocera, Councilwoman Mary A. Bartolotta, Councilman Gerald E. Daley, Councilman Carl R. Chisem, Councilman Robert Blanchard, Councilman Grady L. Faulkner, Jr., Councilman Sebastian N. Giuliano, Councilwoman Deborah Kleckowski, Councilwoman Linda Salafia; Corporation Counsel Daniel B. Ryan; and Common Council Clerk Marie O. Norwood. Absent Councilman Thomas J. Serra and Councilman Philip J. Pessina Also Present One member of the public 1. Mayor calls meeting to order. The Deputy Mayor calls the meeting to order at 9:05 p.m. and leads the Pledge of Allegiance. (Pledge of Allegiance) The Call of the meeting is read; the Acting Chair declares the call a legal call and the meeting a legal meeting. (Council Clerk Reads the Call of the Meeting and Mayor declares call a legal call and meeting a legal meeting.) 2. Public Hearing Opens The chair opens the public hearing on agenda items at 9:08 p.m. 3. Public Hearing Closes The chair, seeing no members of the public wishing to address the Council, closes the public hearing on agenda items at 9:08 p.m. 4. Questions to Directors There are no directors present. 5. Resolutions and Ordinances: ST A. ESTABLISHING THE 21 CENTURY PARKS COMMITTEE TO OVERSEE WOODROW WILSON TRACK AND FIELD IMPROVEMENTS, WOODROW WILSON TENNIS COURTS, AND THE PAT KIDNEY PARK IMPROVEMENTS; APPROVING THE PUBLIC WORKS AND FACILITIES COMMISSION TO SERVE AS THE BUILDING COMMITTEE FOR HARBOR PARK, SMITH PARK, WESLEY SCHOOL PARK, LAWRENCE SCHOOL PARK IMPROVEMENTS, SPEAR PARK, AND THE PALMER FIELD ENTRY AND BLEACHER ST REPAIR; AND APPROVING THE MAYOR’S APPOINTMENTS FOR THE 21 CENTURY PARKS COMMITTEE (Postponed to May 2, 2016) Resolution No. 47-16 st File Name mo resolution 21 century parks committee 2 2016(3) Whereas, the 21st Century Parks Committee is hereby charged with the following responsibilities: 1. Identify and make appropriate recommendations to the Common Council for the location of additional sites for new athletic grass fields. 2. Prioritize the phasing of work for the Woodrow Wilson Track/Field and Tennis Court improvements, as well as the improvements at Pat Kidney Park, as proposed by the Milone and MacBroom evaluation report; and Whereas, the budget for each project to be overseen by the 21st Century Parks Committee must not exceed the following: Woodrow Wilson Track/Field Improvements $4,945,000 April 14, 2016 SPECIAL COMMON COUNCIL MEETING Page 2 Woodrow Wilson Tennis Courts $736,088 Pat Kidney Park Improvements $6,520,000 And Whereas, the Public Works and Facilities Commission shall serve as the Building Committee for: Spear Park, Harbor Park, Smith Park, Palmer Field Entry and Bleacher Repair, Wesley and Lawrence School Park Improvements, as proposed by the Milone and MacBroom evaluation report; and Whereas, the budget for each project overseen by the Public Works & Facilities Commission must not exceed the following: Harbor Park Improvements $585,000 Smith Park Improvements $115,000 Palmer Field Entry & Bleacher Repair $570,000 Wesley School Park Improvements $100,000 Lawrence School Park Improvements $70,000 Spear Park $515,000 And Whereas, any remaining funds from these projects shall revert back to a Contingency to be appropriated for future projects as outlined in Ordinance No. 19-15, adopted on September 2, 2015; and Whereas, the work intended to be completed through the parks bond initiative is a very long project that will be implemented over a ten-year period in multiple phases. Therefore, the 21st Century Parks Committee shall dissolve after completion of the aforementioned objectives. The balance of the parks bond will be completed by committees to be formed at a future date. Therefore, be it resolved by the Common Council of the City of Middletown: That the Mayor’s appointment of the following people be confirmed as the 21st Century Parks Committee: Chair - Gene Nocera Vice Chair - Carl Chisem Philip Pessina Frank Marchese Amy Vaillancourt Sheila Daniels Maria Holzberg Deborah Petruzzello Louise Augeri Joe Bibisi Financial Impact: The creation of this committee has no direct financial impact. The Chair recognizes Councilman Chisem who moves to postpone agenda item 5A to the May meeting. His motion is seconded by Councilman Daley. Motion to Postpone Councilman Giuliano moves to postpone the item to date certain, the May regular meeting of the Common Council. Councilman Daley seconds the motion. The chair calls for discussion; hearing none, he calls for the vote. It is unanimous to approve with ten aye votes by the members present; Councilman Serra and Councilman Pessina are absent from the meeting. 6. Meeting adjourned. Councilman Giuliano moves to adjourn the meeting. Councilwoman Kleckowski seconds the motion. The chair calls for the vote. It is 10 aye votes and 2 absent by Council Members Serra and Pessina.
