SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN CONNECTICUT MAY 7, 2018 6:45P.M. MINUTES WATER RATES The Special Meeting of the Common Council of the City of Middletown was held in the Council Chamber of the Municipal Building on Monday, May 14, 2018 at 6:45 p.m. Present: Councilwoman Mary Bartolotta Councilwoman Deborah Kleckowski Councilman Robert Blanchard Councilman Eugene Nocera Councilman Carl Chisem Councilman Philip Pessina Councilman Gerald E. Daley Councilwoman Linda Salafia Councilman Grady L. Faulkner, Jr. Councilman Robert Santangelo Councilman Sebastian Giuliano Councilman Thomas J. Serra Also Present: Common Council Clerk, Linda S.K. Reed Finance Director, Carl Erlacher 1. CALL TO ORDER Deputy Mayor Robert Santangelo calls the meeting to order at 6:45 p.m. He welcomes everyone to the public hearing on the water rate schedule. The Clerk reads the Call of the Meeting and Deputy Mayor Santangelo declares the call a legal call and meeting a legal meeting. 2. PUBLIC HEARINGS ON AGENDA ITEMS Deputy Mayor Santangelo opens the public hearing at 6:46 P.M. He invites anyone wishing to speak on the budget to please come forward, stating their name and address for the record and to keep their remark to five (5) minutes. Water Billing Schedule, Water Use, and Meter Charges A. Water Billing Schedule: 1. Semi-Annual: Billing dates of May 1 and November 1, shall apply to Residential, Commercial, or industrial units having a meter size 5/8” to and including 1” meters. st 2. Monthly Period: Billing dates shall be the 1 day of the following month for Residential, Commercial, or Industrial units having a meter size 1-1/2” and above. B. Water Use and Meter Charges: 1. Water Use Charge: $31.22 per thousand cubic feet plus meter charge (Minimum chargeable use $31.22 per billing period) 2. Meter Charges: 5/8” ¾ 1” 1 1/2” 2” 3” 4” 6” 8”_____ Semi-Annual $20.53 $25.87 $56.67 Monthly $15.61 $21.50 $34.03 $60.03 $109.92 $175.40 C. Effective Date: 1. Effective for all water use beginning July 1, 2018 D. Repeal of Prior Charges: All previous water use charges and meter charges established by the Common Council of the City of Middletown are hereby repealed effective as of the effective date of the new charges.  MAY 7, 2018 SPECIAL COMMON COUNCIL MEETING Page 2 3. PUBLIC HEARNG CLOSES Seeing no members of the public wanting to speak, the Deputy Mayor closes the public hearing at 6:47 P.M. 4. MEETING ADJOURNED Deputy Mayor Santangelo states that he will entertain a motion to adjourn. Councilman Thomas Serra moves for adjournment. Councilman Sebastian Giuliano seconds the motion. The Chair calls for the vote. It is approved unanimously with 12 aye votes. The Chair states the motion passes with 12 affirmative votes. The meeting is adjourned at 6:49 p.m. ATTEST: LINDA S.K.
