SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN, CONNECTICUT FY 2020-2021 BUDGET WORKSHOP MONDAY, MAY 21, 2020 5:300 PM MINUTES The Special Meeting of the Common Council of the City of Middletown was held remotely via WebEx and livestreamed on the City of Middletown’s Facebook page on Thursday, May 21, 2020, at 5:30 PM. This meeting is the second of three (3) scheduled budget workshops for the proposed FY 2020-2021 budget. CALL TO ORDER: Councilman Vincent Loffredo is serving as Chair for this budget workshop. He calls the workshop to order at 6:00 PM. . B. PROPOSED DEPARTMENT BUDGETS 1. Recreation & Community Services The proposed Budget for FY 2020-2021 was introduced and presented by Director Cathy Lechowicz. Councilmembers asked questions as needed. 2. Old Burying Ground Commission Chair August DeFrance presented the budget and responded to questions asked by the Councilmembers, as needed. 3. Russell Library Director Ramona Burkey presented the budget and responded to questions asked by the Councilmembers, as needed. Assistant Director of Administrative Services Brandi Doyle and Board of Trustee Member Andrew Becker were also present. 4. Registrar of Voters Republican Registrar of Voters David Bauer presented the budget and responded to questions asked by the Councilmembers, as needed. 6. Office of General Counsel General Counsel Brig Smith, Esq. presented the budget and responded to questions asked by the Councilmembers, as needed. 7. Water & Sewer Director Joseph Fazzino presented the budget and responded to questions asked by the Councilmembers, as needed. 8. Technology Services Director Bryan Skowera presented the budget and responded to questions asked by the Councilmembers, as needed. 9. Public Works Director William Russo presented the budget and responded to questions asked by the Councilmembers, as needed. Deputy Director Christopher Holden, PE and Recycling Coordinator Kim O’Rourke were also present. C. MEETING ADJOURNED There being no further discussion on the budget, the Chair states that he will entertain a motion to adjourn. Councilman Eugene Nocera moves to adjourn. Councilwoman Linda Salafia seconds the motion. There being no discussion, the Chair calls for the vote. It is approved unanimously with 11 aye votes. The Chair states the matter passes with 11 affirmative votes. The meeting is adjourned at 7:15 PM. ATTEST: LINDA S.K.
