SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN, CONNECTICUT FY 2020-2021 BUDGET WORKSHOP WEDNESDAY, MAY 27, 2020 6:00 PM The Special Meeting of the Common Council of the City of Middletown was held remotely via WebEx and livestreamed on the City of Middletown’s Facebook page on Wednesday, May 27, 2020, at 6:00 PM. This meeting is the third of three (3) scheduled budget workshops for the proposed FY 2020-2021 budget. Present: Councilwoman Jeanette White Blackwell Councilman Vincent Loffredo Councilwoman Meghan Carta Councilman Anthony Mangiafico Councilman Grady Faulkner, Jr. Councilman Edward McKeon Councilman Darnell Ford Councilman Eugene Nocera Councilman Edward Ford, Jr. Councilman Philip Pessina Councilwoman Linda Salafia . Absent: Councilman Anthony Gennaro, Sr. Also Present: Hon. Benjamin D. Florsheim, Mayor Carl Erlacher, CPA, Finance Director Kenneth McClellan, Council of Veterans Joseph Comerford, Director -- Middletown Transit District Dr. Joseph Havlicek, Director -- Health Department Kevin Elak, R.S., Health Department Faith Jackson, Director – Office of Equal Opportunity & Diversity Management Chief Robert Kronenberger, Fire Department & Emergency Management Wayne Bartolotta, Director – Central Communications Joseph Samolis, Director – Planning, Conservation & Development Chief William McKenna, Police Department Deputy Chief Michael Timbro, Police Department Lt. John Lozefski, Police Department Linda Reed, Clerk of the Common Council Members of the Public: WebEx (4 attendees) and Facebook livestream (unknown number of viewers) A. CALL TO ORDER: Councilman Vincent Loffredo is serving as Chair for this budget workshop. He calls the workshop to order at 6:05 PM. . B. PROPOSED DEPARTMENT BUDGETS 1. Council of Veterans The proposed Budget for FY 2020-2021 was introduced and presented by Kenneth McClellan. Councilmembers asked questions as needed. 2. Middletown Transit District Director Joseph Comerford presented the budget and responded to questions asked by the Councilmembers, as needed. 3. Health Department Health Department Manager Kevin Elak presented the budget and responded to questions asked by the Councilmembers, as needed. Dr. Joseph Havlicek, M.D, Director, was also present. 4. Office of Equal Opportunity & Diversity Management Director Faith Jackson presented the budget and responded to questions asked by the Councilmembers, as needed. 5. Fire Department Chief Robert Kronenberger presented the budget and responded to questions asked by the Councilmembers, as needed. May 27, 2020 COMMON COUNCIL -- BUDGET WORKSHOP Page 2 6. Emergency Management Fire Chief Robert Kronenberger presented the budget and responded to questions asked by the Councilmembers, as needed. 7. Central Communications Director Wayne Bartolotta presented the budget and responded to questions asked by the Councilmembers, as needed. 8. Lower Connecticut River Valley Council of Governments There were no questions. 9. Planning, Conservation & Development Director Joseph Samolis presented the budget and responded to questions asked by the Councilmembers, as needed. . 10. Zoning Board of Appeals Director Joseph Samolis stated that there is no separate budget for this Board. There were no questions. 11. Police Department Chief William McKenna presented the budget and responded to questions asked by the Councilmembers, as needed. .Deputy Chief Michael Timbro and Lt. John Lozefski were also present. . 9. Animal Control Chief William McKenna presented the budget and responded to questions asked by the Councilmembers, as needed. .Deputy Chief Michael Timbro and Lt. John Lozefski were also present. C. MEETING ADJOURNED There being no further discussion on the budget, the Chair states that he will entertain a motion to adjourn. Councilman Vincent Loffredo moves to adjourn. Councilwoman Jeannette Blackwell seconds the motion. There being no discussion, the Chair calls for the vote. It is approved unanimously with 11 aye votes. The Chair states the matter passes with 11 affirmative votes. The meeting is adjourned at 7:30PM. ATTEST: LINDA S.K.
