Public Hearing on Agenda Items – Closes 4. Appointment of Police Chief A. Interview/Questions to candidate, Erik Costa B. Approving the appointment of Erik Costa to the position of Chief of Police, Salary Grade 23 – Step 5 ($74.24), 40 hours, Defined Executive Non-Bargaining, and that this appointment shall take effect upon successful completion of the City’s pre-employment background process. September 21, 2021 COMMON COUNCIL – SPECIAL MEETING Page 2 5. Grants, Resolutions, Ordinances, etc. A. RESOLUTION: Approving that the proposed contract document between Municipal Valuation Services and the City of Middletown for the revaluation services; and that the Common Council authorizes the Mayor to sign said contract, subject to review and approval by the Office of General Counsel as to form and content. B. Old Business -- GRANT APPROVAL: Public Works – Acct No. 3633-22000-59200-x-x-2021; Federal grant from Federal Bureau of Investigation to aid in the design and construction of noise mitigation, lead mitigation, and replacement of the existing turning target system and accompanying knee wall, bullet trap, surface area for firing lines, and open utility area/sniper range: $1,500,000 (NOTE: This item was TABLED at September 7, 2021 regular meeting to special meeting of September 21, 2021) C. Old Business – RESOLUTION: Approving a Memorandum of Agreement between the City of Middletown and the Federal Bureau of Investigation, regarding sharing renovation costs and use of the Dingwall-Horan Joint Firearms Training Facility; and authorizing the Mayor to sign said document, subject to review and approval by the Office of General Counsel as to form and content. (NOTE: This item was TABLED September 7, 2021 regular meeting to special meeting of September 21, 2021) D. ORDINANCE: Approving that Chapter 14, Article XXII, of the Code of Ordinances of the City of Middletown be amended to add Sections 14-68 through 14-70, creating the City’s American Rescue Plan Task Force. E. RESOLUTION: Approving that, to help determine how these American Rescue Plan grant funds should be spent, a temporary task force, the City of Middletown’s American Rescue Plan Task Force, be established, consisting of 14 voting members, to be named by the Mayor and approved by the Common Council pursuant to Article XVI (“Temporary Committees and Task Forces”), Section 14-49 (“Appointment; purpose”) of the Code of Ordinances of the City of Middletown; that the following individuals be named to the City’s American Rescue Plan Task Force: 1. Mayor Benjamin Florsheim (D) 2. Councilman Eugene Nocera (D) 3. Councilman Philip Pessina (R) 4. Economic & Community Development – Joseph Samolis (D), Director – Office of Economic & Community Development 5. Finance - Carl Erlacher (R), Director – Finance Department 6. Finance – Diana Doyle (R), Deputy Director – Finance Department 7. Legal - Brigham Smith, Esq. (D), General Counsel -- Office of General Counsel 8. Health - Kevin Elak (U), Acting Director – Health Department 9. Information Systems & Technology Services -- Bryan Skowera (D), Director – Office of Information Systems & Technology Services 10. Barbara Knoll Peterson (D), Mayor’s Administrative Assistant 11. Robyn Anderson (D), Resident 12. Cynthia Clegg (Unregistered), Resident 13. Moses Harvill (D), Resident 14. Pamela Steele (R), Resident; that the City’s American Rescue Plan Task Force shall be staffed by Directors of the following City Departments: (1) Public Works, (2) Water & Sewer, (3) Economic & Community Development, (4) Land Use, (5) Information Systems & Technology Services, and (6) Health; and that the City’s American Rescue Plan Task Force shall submit its recommendations for the September 21, 2021 COMMON COUNCIL – SPECIAL MEETING Page 3 proposed use and distribution of these grant funds to the Common Council for consideration and approval. 6.
