City of Middletown Complete Streets Committee Meeting Minutes - Draft Monday, December 14, 2020, 7 PM Location: Online WEBEX Meeting PRESENT: Lisa Liesener, Laura Baum, Beth Emery, John Hall, Zoemma Warshafsky, Paddy McKenna New/Current Projects  Quarterly CS-Public Works meeting o January 6, 2021 o Discussed agenda for this meeting in January. o Quick-Build Test/Pilot Projects  John Hall did some research regarding the new pride crosswalk on Main Street. This committee talked about trying to do something similar, possibly with bike infrastructure. The committee plans to discuss this during the CS-Public Works meeting in January 2021.  What are locations around town that might be well-suited to a crosswalk or bike infrastructure project like this?  Schedule of regular meetings for 2021 o Lisa needs to get that in to city hall by the end of the year  CT Connectivity Grant o Grant application was submitted (was discussed at special mtg on 10/19/20 meeting)  2018-2020 Road Bond list o Beth suggested that we keep the Road Bond on our agendas, but what's more important is that we keep a list on the agenda of upcoming projects that we know about.  Bike Walk CT train-the-trainer opportunity o CRCOG is reviewing proposals  Plan of Conservation and Development update o They won’t meet again until second Wed in January. There is still time to submit comments. o Nov 2020 Minutes - Planning & Zoning Commission will be the ones to decide whether to accept the final plan. Common Council and RiverCOG will review and can provide suggestions and send to P&Z for them to accept or reject. Ongoing project updates  Spring St. one-way conversion o The group discussed Jonah Center plans to organize people to go out on a Saturday to talk about the Spring Street plans.  o The event has been scheduled for 1/9/2021. o The principal of Macdonough school has volunteered to send out our flyer to the school community. o The committee asked Lisa to send a letter to the Mayor’s office as soon as possible to let him know that we have concerns about the current plan.  Newfield Corridor Trail update o Newfield Corridor phase 1 is moving forward. They will walk the route and try to determine where the trial will go. That should happen shortly  Bike Friendly Middletown application o Nov 2020 Minutes - Public Works has created an account and Cat Young was able to log in to create access for all team members. John and Cat have access as representatives of the CSC. o Nov 2020 Minutes - Stephen Bank has been very proactive with regards to the police department and making contact with our new traffic director Mike Inglis. He is taking the lead on the questions from the Enforcement and Safety section of the application as a way to begin a conversation with Mike-- perhaps mentioning the Vision Zero action plan. o Nov 2020 Minutes - Cat Young had a conversation with Rob Smernoff at Middletown Public Schools and he is happy to share information with his department regarding the BFC. Cat has offered to create a flyer for him to share. o Nov 2020 Minutes - Cat thinks something should go out in the new year.  MPD accident data acquisition o Stephen Bank and Lisa Liesener have been working on this.  Saybrook Road improvements o Saybrook Rd project will go uot to bid around MLK Day with hope of having it constructed late Spring or early summer  St. John’s Square project (CTDOT) o Nov 2020 Minutes - Contractors expect to have all the work done by December 31, 2020. Nearly all the major work related to St. John’s Square has been done at this point. Finish work remains.  Underpass under Newfield St and the Jackson St bridge. o Milone and Macbroom has determined and got DEEP to agree that the flood zone map is incorrect, which moves things along and saves money in permitting fees. Reports from other pertinent regular meetings/events:  ECOIN o Discussion of the city’s climate emergency declaration and the role of complete streets work in that.  Sustainable CT o No updates this month. Cat Young will hopefully attend in January and will provide an update then.  Multi-modal and Transit Summit o Lisa, Laura and John participated in this in one way or another   Bike Walk CT o Laura Baum updated on Bike Walk CT and their work on the upcoming legislative session. Laura also announced that this is her last month on the board of Bike Walk CT, where she severed for seven years. Beth thanked her for her service.  Connecticut Transportation and Climate Initiative Coalition biweekly meetings o Lisa Liesener is continuing to attend these meetings - Next meeting: January 11, 2021, 7 p.m. – WebEx - Next quarterly Public Works/Planning deps.
