REGULAR MEETING

Councilman Nocera opened the Public Works & Facilities Commission meeting at 6:3 P.M. Councilman
Nocera requested a motion to approve the minutes dated November 12, 2020. Councilman Pessina
made a motion. The motion was seconded by Councilman McKeon and passed unanimously.
Councilman Pessina made a motion to amend the agenda to add an update on the Saybrook Road
project. The motion was seconded by Councilman Ford and passed unanimously.
PUBLIC COMMENT ON AGENDA ITEMS: None
CORRESPONDENCE: Councilman McKeon asked Director Russo and Deputy Director Holden about the
See Click Fix. Deputy Director Holden briefly explained to the commission how See Click Fix works.
NEW BUSINESS: None
OLD BUSINESS:
a. Harbor Park Boardwalk Update- Michael Doherty comes before the Public Works Commission to
give an update on the Harbor Park Boardwalk. We are still in the process of negotiation with the
lowest bidder, which is Diversity. There seems to be some stipulations regarding the materials.
Diversity supplied a sample of the railing they would like to use, which is different from what
Holland material that was discussed previously. The commission feels strongly about the
Holland Material for the railing. A motion was made by Councilman Pessina to go with the
original railing that they planned for which is the Holland. The motion was seconded by
Councilman Ford and passed unanimously.
b. Multiuse Trail Update- Michael Doherty has come before the Public Works Commission to give
an update on the Multiuse trail. Phase one Flight was done on December 3, 2020. The reason for
the flight is to cover that whole area once we have a defined route they can go ahead and
digitize just that piece instead of trying to field survey that entire almost a mile of area, which
can be very costly. A walk through will be scheduled next to take a few points to send off to
digitize the area. Further discussion ensued.
c. Vets Pool and Splash Pad update- Michael Doherty gives a quick update to the commission
regarding the pool and splash pad. He is looking to schedule a meeting to run through the
different options for the pool and the building. The commission would like to keep this item on
next months agenda for further discuss the updates.
d. Saybrook Road Project Update- Deputy Director Holden updates the commission on the
Saybrook Road Project. A funding is finally available. The update on the road is going to include
new drainage, a bike lane on both sides of the street and cross walks. Wall Street was added to
the proposal, but it was not included in the funding. Deputy Director Holden states that Wall St
will be on road bond for repair. As far as timelines for the project, Director Russo would like to
push to start bid in the middle of January and have the project started by the spring of 2021.
Once the construction is ready to start, the Director Russo will send out communication to all
the residents and businesses along the project to inform them. Further discussion ensued.
e. November 2020 Public Works Overtime- the Public Works & Facilities Commission reviewed
their monthly reports. There were no questions as the overtime has been at a minimal due to
the Covid-19 pandemic.
f. November 2020 Building Permits- the Commission reviewed their Building Permits. Building
continues to be busy. As of today, we have generated $447,000.00 in building permits.
OTHER:
a. November 2020 Monthly Reports- Highway Division- the Public Works & Facilities Commission
reviewed their monthly reports for the Highway Division. There were no questions.
b. November 2020 Overtime Reports-Parks Division – The Public Works & Facilities Commission
reviewed their monthly reports for the Parks Division. There were no questions.
PUBLIC COMMENT ON NON-AGENDA ITEMS:
As there was no further discussion, a motion was made to end the meeting by Councilman Pessina. The
motion was seconded by Councilman McKeon and approved unanimously. The Public Works & Facilities
Commission meeting adjourned.
