Regular Meeting Minutes
Monday, January 9, 2023, 7 PM
Location: WebEx
Attendees: Laura Baum, John Hall, Beth Emery, Cat Young, Zoemma Warshafsky, Tom
Quirk, Gary Middleton, Howard Weissberg, Ayhan Assadourian, Chris Holden
(started meeting on WebEx but was not present for meeting)
1. Current/ongoing projects:
● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update
○ RiverCOG has sent out a request for qualifications.
● Saybrook Road (East Main to Tryon)
○ Grading required on 39 properties which requires right of entry from all: they have
received some, but not all back. A second letter and phone calls will go out shortly.
Working with water department to try and get their portion done without need to
go on property.
● Saybrook Road (Randolph to Aircraft)
○ Public Works has met with some vendors, not planned for 2023 but should happen
in 2024. Working through some drainage and base joint challenges now. The result
of the Eversource gas work has provided a more bikeable shoulder.
● Micro-Transit (bikes/scooters)
○ All bikes and scooters have been removed at the end of the semester. Waiting for
stats and feedback from study. Assuming they return, the bikes should be back in
March.
● Bike Friendly Middletown application
○ Cat will attempt to get application in with the sustainable CT membership
● Washington & DeKoven Dr intersection
○ Meeting on 1/19 at 6:30pm (posted on the city calendar) about the proposed
changes to Route 9; it's recommended that CS members attend. This intersection is
part of the whole plan.
● Washington & Rte 3/Vine intersection work
○ Howard will try and get DOT plans to find out where sidewalks and crosswalks are
planned (if any).
● Complete Streets Leadership Academies
○ Public Works and Laura Baum have been attending. One of the requirements is that
a temporary change be implemented to a state road. PW looking at trying back-in
parking on a section of Main St in St. John’s Square. Also looking at pedestrian and
bike safety education and changes. May try to incorporate marked bike lanes at this
same section of Main St if there is room and it’s not cost-prohibitive. The temporary
project will be done this summer.
○ Laura can’t attend future meetings due to her new job, so she will email committee
members with meeting dates to see if someone else can attend as the committee
representative.

● Committee membership
○ New members proposed to Chris Holden who will bring them forward for approval.
One vacant spot is still available.
2. Reports from other pertinent regular meetings/events:
● Middletown Public Schools Health and Wellness Committee (remove for Feb)
○ No updates
● ECOIN
○ No updates
● Sustainable Middletown
○ No updates
● Sustainable CT
○ Resubmitted in August
● MxChamber Environment and Infrastructure meeting
○ No updates
3. New Business:
● Earth Week festival
○ Earth Week Celebration last year was a great success and will try and be repeated
again this year. Saturday at the end of earth week (4/22/23).
● CS connects to Middletown Police Department
○ CS lost our connection with Middletown PD; PW is talking with them regularly and
will loop CS into those discussions.
● Quarterly CS/Public Works meeting
○ CS meeting with PW tomorrow morning: Laura will prepare an agenda. Potential
topics of discussion: PW share road bonds project list with CS for review
