Present: Councilman Edward McKeon, Councilman Anthony Gennaro, Councilman Gene Nocera,
Councilwoman Meghan Carta, Carl Erlacher, Wayne Bartolotta, Marek Kozikowski, Catherine
Lechowicz, Kevin Elak, Joseph Samolis, Joseph Fazzino, and Captain John Lozefski
Absent: Councilwoman Salafia
1. Councilman McKeon called the Finance & Government meeting to order and requested a motion
to approve the September 1, 2021 minutes. Councilman Nocera motioned to approve,
Councilman Gennaro second; unanimously approved.
2. Public Comments on the Agenda – none
3. Items submitted for discussion:
Fire- Appropriation Request totaling $14945.55 to bring the Fill-Ins line out of the red for
the FY 20/21
Councilwoman Carta made a motion to approve the Appropriation Request totaling
$14,945.55 to bring the Fill-Ins line out of the red for FY 20/21; Councilman Gennaro
second; unanimously approved
Water /Sewer– 1) Resolution requesting approval of $ 750,000 of American Rescue Plan
funds for sanitary sewer infrastructure projects, in conjunction with Public Works Road
Bond project; 2) Resolution requesting appropriation of $750,000 of American Rescue
Plan funds for portable water infrastructure projects; 3) Resolution requesting
appropriation of $ 750,000 of American Rescue funds for sanitary sewer projects, noted
in CDR Inflow & Infiltration Report problem areas; 4) Resolution requesting
appropriation of $500,000 of American Rescue Plan funds for water main improvement
project
1) Councilman Nocera made a motion to approve the Resolution requesting approval of
$750,000 of American Rescue Plan funds for sanitary sewer infrastructure projects in
conjunction with Public Works Road Bond project. Councilwoman Carta second;
unanimously approved.
2) Councilman Nocera made a motion to approve the Resolution requesting appropriation of
$750,000 of the American Rescue Plan funds for the portable water infrastructure
projects. Councilman Gennaro second; unanimously approved
3) Councilwoman Carta made a motion to approve the Resolution requesting appropriation
of $750,000 of the American Rescue Plan funds for sanitary sewer projects, noted in
CDR Inflow & Infiltration Report problem areas. Councilman Gennaro second;
unanimously approved.
4) Councilman Nocera made a motion to approve the Resolution requesting appropriation of
$500,000 of the American Rescue Plan funds for water main improvement project;

Carta second; unanimously approved
Health- 1) Grant Confirmation reduction totaling ($626.26) in State Funds for MRC-
Public Health Emergency Preparedness unused balances; 2) Grant Confirmation totaling
$3,000 in Local donations for Kids Health and Safety Day
1) Councilman Gennaro made a motion to approve Grant Confirmation reduction
totaling ($626.26) in State Funds for MRC-Public Health Emergency Preparedness
unused balances; Councilwoman Carta second; unanimously approved.
Kevin Elak Acting Director of the Health Department states that they have to give
back unused balances from the Grants received to the State of CT.
2) Councilman Gennaro made a motion to approve Grant Confirmation totaling $3,000
in Local donations for Kids Health and Safety Day; Councilwoman Carta second;
unanimously approved.
Kevin Elak Acting Director of the Health Department states that they have contacted
the local businesses that made donations for the Annual Kids Health and Safety
2021event that was canceled due to Covid 19. He was directed to keep the funds to
go towards next year’s Kids Health and Safety 2022 event.
Recreation & Community Services – Grant Confirmation totaling $40,000 via line
transfer to support activities, supplies, wages and busing
Councilman Gennaro motioned to approve the Grant Confirmation totaling $40,000 via
line transfer to support activities, supplies, wages and busing Councilwoman Carta
second; unanimously approved
Police – 1) Grant Conformation totaling $ 20,000 in Federal Funds for Federal DEA O/T
reimbursement; 2) Grant Confirmation totaling $3,000 in local donations for Animal
Control; 3) Grant Confirmation totaling $ 25,000 in State Funds for High Visibility
Enforcement Grant
1) Councilman Gennaro made a motion to approve the Grant Conformation totaling
$20,000 in Federal Funds for Federal DEA O/T reimbursement; Councilwoman Carta
second; unanimously approved.
2) Councilman Gennaro made a motion to approve Grant Confirmation totaling $3,000
in local donations for Animal Control; Councilwoman Carta second; unanimously
approved.
3) Councilman Gennaro made a motion to approve the Grant Confirmation totaling
$25,000 in State Funds for High Visibility Enforcement Grant; Councilwoman Carta
second; unanimously approved.
EDC – 1)Resolution authorizing the Mayor to execute all contractual paperwork
necessary to facilitate the allocation of the CARES ACT CDBG Funding in the amount
of $5,000 for Brewing LLC;2) Resolution requesting the approval and authorization for
the City of Middletown to become a member of the Estuary Transit District
1) Councilman Gennaro made a motioned to approve the Resolution authorizing the
Mayor to execute all contractual paperwork necessary to facilitate the allocation of
the CARES ACT CDBG Funding in the amount of $5,000 for Brewing LLC ;

2) Councilman Nocera made a motion to approve the Resolution requesting the
approval and authorization for the City of Middletown to become a member of the
Estuary Transit District; Councilman Gennaro second; unanimously approved
Land Use- – Resolution authorizing the Mayor to execute the purchase of 74.3 acres
located at Westlake Drive and East Street as city open space and passive recreation
Councilwoman Carta motioned to approve the Resolution authorizing the Mayor to
execute the purchase of 74.3 acres located at Westlake Drive and East Street as a City
open space and passive recreation, Councilman Nocera second; unanimously approved.
Mayor’s Office- 1) Grant Confirmation totaling $1,781,059 in State funds for school
readiness FY 21/22; 2) Grant Confirmation totaling $ 19,023 in State Funds for school
readiness- Quality Enhancement FY 21/22
1) Councilman Gennaro made a motion to approve the Grant Confirmation totaling
$1,781,059 in State funds for school readiness FY 21/22; Councilwoman Carta
second; unanimously approved.
2) Councilman Gennaro made a motion to approve the Grant Confirmation totaling
$19,023 in State Funds for school readiness- Quality Enhancement FY 21/22;
Councilwoman Carta second; unanimously approved.
