Councilman McKeon called the Finance & Government meeting to order and requested a motion to approve the September 29, 2021 minutes. Councilman Nocera motioned to approve, Councilwoman Salafia second; unanimously approved. 2. Public Comments on the Agenda – none 3. Items submitted for discussion:  Health- 1) Grant Confirmation totaling $43,454 in State funds for Public Health Emergency Preparedness; 2) Grant Confirmation totaling $14,000 in State funds for MRC- Public Health Emergency Preparedness; 3) Grant Confirmation totaling $13,211 in State funds for Prevention Health Block Grant 1) Councilwoman Salafia made a motion to approve Grant Confirmation totaling $43,454 in State funds for Public Health Emergency Preparedness; Councilwoman Carta second; unanimously approved. Emergency Preparedness Grant on behalf of MDA 36- Mass Dispensing Area 36 which includes Middletown, Cromwell, Durham, & Middlefield. Grant covers exercises, supplies, training, sheltering of communities in MDA 36 2) Councilwoman Salafia made a motion to approve Grant Confirmation totaling $14,000 in State funds for MRC- Public Health Emergency Preparedness; Councilman Gennaro second; unanimously approved. Funds to support wages and mileage for a consultant for the Medical Reserve Corp. during the pandemic 3) Councilman Nocera made a motion to approve Grant Confirmation totaling $13,211 in State funds for Prevention Health Block Grant; Councilwoman Carta second; unanimously approved.  Preventative Health Block Grant- smoking cessation has been chosen as the subject of the Preventative Health Block Grant. Educators will perform activities and provided educational information to help individuals and families reduce the risk of smoking.  EDC – 1)Resolution authorizing the Mayor to sign Real Estate Tax Fixing Agreement between the City of Middletown and 545 Main Realty LLC; reference ordinance 272-9.8 1) Councilman Nocera made a motioned to approve the Resolution authorizing the Mayor to sign Real Estate Tax Fixing Agreement between the City of Middletown and 545 Main Realty LLC; Councilwoman Salafia second; unanimously approved. .  Public Works Depart.- 1) Resolution authorizing the Mayor to execute all the necessary documents for the acceptance of Tall Timbers Road as a Public Roadway; 2) Resolution to approve the Middletown Recreation Center Energy Services Agreement 1) Councilman Gennaro made a motion to approve the Resolution authorizing the Mayor to execute all the necessary documents for the acceptance of Tall Timbers Road as a Public Roadway; Councilwoman Carta second; unanimously approved. Councilwoman Salafia asked Deputy Director Chris Holden why there was no financial impact, when previously presented there was a financial impact. Deputy Director Holden states that at this time there is no planned work other than putting up no parking signs so that it allows the emergency vehicles to access the street in case of an emergency. The street will not be widen as originally proposed .The financial impact is really just the maintenance of the street and it depends on how much snow we get, making it hard to determine the financial impact. 2) Councilman Nocera made a motion to approve the Resolution to approve the Middletown Recreation Center Energy Service Agreement; Councilwoman Carta second; unanimously approved. The City of Middletown is redeveloping the remaining portion of the former Woodrow Wilson Middle School into the Middletown Recreation Center. The City has identified an approach to provide sustainable, efficient, and renewable energy services for the building. This process will eliminate the capital cost associated with these improvements and reduce the operating costs, reduce the carbon footprint, and provide emergency power during electrical outages. The size of this project requires a specialized energy services company capable of providing engineering analysis, design, implementation, and project financing. A bid waiver was issued at the September 7, 2021 Common Council meeting to hire  Symbiont Energy, LLC, which will provide all the above services as a complete package including competitive pricing for the various trades and equipment.  Water/Sewer- Discussion of Water/Sewer Solar Contract with Verogy and the supporting documentation regarding the approved Resolution RES 73-21 passed by the Common Council at the July 2021 meeting. Councilwoman Salafia made a motion to approve the Water/Sewer Solar Contract with Verogy; Councilman Nocera second; unanimously approved. In 2021 a solar project for the Water/Sewer Headquarters was brought forward, presented to- and approved by the Water/Sewer Department. The project includes a roof- mounted, 200 kilowatt Alternating Current solar energy system and attendant roof repairs and upgrades. The project will provide 93% of the building electrical energy needs with solar energy. The fixed-firm cost for electricity provided by the proposed system is 0.11 per kWh and results in average annual savings of $1,344 over the term of the project. Verogy, is the recommended vendor for the solar program, based on evaluation of qualifications and having offered the lowest average price for electricity. 4.
