City of Middletown Finance & Government Operations Commission Agenda Regular Meeting Wednesday, December 1, 2021 @ 6 pm via WebEx event# Or dial in: 408-418-9388 Present: Councilman Edward McKeon, Councilman Gene Nocera, Carl Erlacher, Joseph Samolis, and Bryan Skowera Absent: Councilman Anthony Gennaro, Councilwoman Meghan Carta 1. Councilman McKeon called the Finance & Government meeting to order and requested a motion to approve the October 27, 2021 minutes. Councilwoman Salafia motioned to approve, Councilman Nocera second; unanimously approved. 2. Public Comments on the Agenda – none 3. Items submitted for discussion:  Finance- Proposed Finance & Government Commission 2022 Schedule Councilman Nocera made a motion to approve, Councilwoman Salafia second; unanimously approved Meetings will be virtual until further notice  IT – Appropriation totaling $6,000 to upgrade a vacant Administrative Secretary II position to an Administrative Secretary III Councilman Salafia made a motion to approve the Appropriation totaling $6,000 to upgrade a vacant Administrative Secretary II position to an Administrative Secretary III Councilman Nocera second; unanimously approved.  EDC- 1) Resolution authorizing the Mayor to sign all documents necessary to swap a 4.8 acre portion of the City owned parcel in exchange for a 25.6 acre piece of land from D&V Development of Middletown LLC.; 2) Resolution authorizing the Mayor to submit the CDBG-CV Grant allocation plan amendment to the 2019 Annual Action Plan; 3)Resolution authorizing the Mayor to execute all contractual paperwork necessary to facilitate the allocation of these Grants 1) Councilman Nocera made a motion to approve the Resolution authorizing the Mayor to sign all documents necessary to swap 4.8 acre portion of the City owned parcel in exchange for a 25.6 acre piece of land from D&V Development of Middletown LLC. Councilwoman Salafia second; unanimously approved. Director Samolis states to the Commission that D&V wishes to get access to the parcel via Kaplan Drive in order to construct a residential development. A swap for 4.8 acre portion of City owned parcel in exchange for a 25.6 acre piece of land from D&V Development of Middletown LLC. The City’s Planning and Zoning Commission has approved an affirmative G.S 8-24 report for the land swap and the City’s Conservation and Agriculture Commission has approved the land swap. 2) Councilwoman Salafia made a motion to approve the Resolution authorizing the Mayor to submit the CDBG-CV Grant allocation plan amendment to the 2019 Annual Action Plan. Councilman Nocera second; unanimously approved. The City of Middletown receives Community Development Block Grant funds from the U.S Department of Housing & Urban Development as an entitlement community. The City of Middletown will utilize the funding in a consistent manner with the City’s five year consolidated plan of providing essential services to low and moderate income households. 3) Councilman Salafia made a motion to approve the Resolution authorizing the Mayor to execute all contractual paperwork necessary to facilitate the allocation of these Grants. Councilman Nocera second; unanimously approved. The Resolution allowed the City of Middletown to reprogram and program additional Community development Block Grant during the Covid-19 pandemic and the allocated funding was appropriated to develop small-business economic relief grants for businesses within the City of Middletown. The U.S Department of Housing and . Urban Development has approved of the use of the funding for this purpose. The City of Middletown has opened the application process for these grant funds starting June 8, 2020 4.
