Present: Councilman Edward McKeon, Councilman Gene Nocera, Councilman Anthony Gennaro,
Councilwoman Linda Salafia, Councilwoman Meghan Carta, Assistant Finance Director Diana Doyle
Director Christopher Holden, Director Joseph Fazzino, Ramona Burkey, Kevin Elak
Absent: Director Carl Erlacher
1. Councilman McKeon called the Finance & Government meeting to order and requested a motion to
approve the Sept 28th. 2021 minutes. Councilman Nocera motioned to approve, Councilwoman
Salafia second; unanimously approved.
2. Public Comments on the Agenda – none
3. Items submitted for discussion:
Library – 1.) Request for Additional Appropriation of $50,000 from the general fund as
an initial allocation towards a feasibility study for a new public library building and
evaluating the potential for a shared site option with a new City Hall.
Councilman Gennaro motioned to approve, second made by Councilman Nocera,
unanimously approved.
2.) Resolution that a committee be established as the Russell Library and City Hall
Feasibility Study Committee which the Mayor shall appoint seven electors of the City of
Middletown to serve as permanent members of the committee until its dissolution upon
completion of the study.
Councilwoman Salafia motioned to approve, second made by Councilwoman Carta,
unanimously approved.
Health – 1.) Request for an Additional Appropriation of $15,000 needed for shelter
grant.
Kevin Elak explained that the initial allocation for $7500 has been used for
temporary relocation of families. These Councilwoman Salafia motioned to move,
second made by Councilman Nocera, unanimously approved.
2.) State Grant Confirmation totaling $270,672.33 funding for Enhanced Detection,
Response, Surveillance and Prevention of COVID-19.
Councilwoman Salafia motioned to approve, second made by Councilman Nocera,
unanimously approved.
BOE – 1.) Grant Confirmation totaling $1,852,423.54 to cover special programs and
multitude of items.
Councilman Nocera asked if this can be tabled until next month and let the BOE
know that we would like them at the next meeting, motion made, second by
Councilwoman Carta, unanimously approved to table. Councilman McKeon asked
the Assistant Finance Director to reach out the BOE before the next meeting.
2.) Grant Confirmation totaling $2,472.25 to cover cafeteria/food services through
10/18/22.
Councilman Gennaro motioned to approve, second made by Councilwoman Salafia,
unanimously approved.
Mayor’s Office – Grant Confirmation totaling $164,250.26 for School Readiness COLA
Grant.
Councilman Gennaro motioned to approve, second made by Councilman Nocera,
unanimously approved.
Public Works – 1.) Resolution authorizing the Mayor to sign and submit an application
to the EPA for a grant in the amount of $40,000 in source reduction and recycling funds,
for the cost of implementing Fostering Circular Solutions for takeout Container program.
Councilwoman Carta motioned to approve, second made by Councilman Gennaro,
unanimously approved.
2.) Federal Grant Confirmation totaling $40,000, Healthy Community Grant Program
Takeout Container Recycling.
Chris Holden explained that Resolution was for the Mayor to accept the grant.
Councilman Nocera motioned to approve, second made by Councilman Gennaro,
unanimously approved.
