City of Middletown Finance & Government Operations Commission Agenda Regular Meeting Wednesday, November 30, 2022 @ 6 pm via WebEx event# 2348 981 2081 Or dial in: 408-418-9388 Present: Councilman Edward McKeon, Councilman Gene Nocera, Councilwoman Linda Salafia, Councilwoman Meghan Carta, Finance Director Carl Erlacher, Public Works Director Christopher Holden, Arts Coordinator Kisha McWilliams Michael, Youth Services Coordinator Justin Carbonella, Superintendent of Schools Dr. Alberto Vazquez Matos, Finance and Resource Management Specialist Cassie Steinhilber Absent: Councilman Anthony Gennaro 1. Councilman McKeon called the Finance & Government meeting to order and requested a motion to approve the November 2nd, 2022 minutes. Councilman Nocera motioned to approve, Councilwoman Salafia second; unanimously approved. 2. Public Comments on the Agenda – none 3. Items submitted for discussion:  Public Works – Request for Additional Appropriation from the General Fund for $25,000 to cover the increase in evictions taking place through the City of Middletown. Councilman Nocera motioned to approve, second made by Councilwoman Salafia, unanimously approved. Director Holden states that as mandated by State statue, the City is obligated to store the personal effects and possessions of tenants that have been evicted from residential property. Evictions have had a 2 year freeze due to Covid, now that it has been lifted we are seeing an increase in evictions.  Arts/Culture – 1.)Request for Additional Appropriation from the General Fund for $7200.00 to cover increased costs of the Amistad event that incurred more than what was budgeted. Councilman Nocera motioned to move, second made by Councilwoman Salafia, unanimously approved.  Police – 1.) Resolution that a new line be created in the Capital Projects Improvement Plan entitled: MPD Community Rooms Renovation in the amount of $80,000.00; 2.) Request for Additional Appropriation from the General Fund for $15,000 to cover the sudden expansion of the Police Activity League program administrative costs, supplies and planned events for FY2023 Per Director Erlacher this item has been withdrawn by the Police Department until the next meeting. 2.) Request for Additional Appropriation from the General Fund for $15,000 to cover the sudden expansion of the Police Activity League program administrative costs, supplies and planned events for FY2023 Per Director Erlacher this item has been withdrawn by the Police Department until the next meeting.  YSB – 1.) Request for Additional Appropriation from the General Fund for $2,502.00, Matching Grant- Education Incentive Challenge G. Councilman Nocera motioned to approve, second made by Councilwoman Salafia, unanimously approved. Additional Funding needed to fully support the YMCA Kids Korner Educational Incentive Challenge Matching Grant Programming. This request is being made by Council Members Gene Nocera and Grady Faulkner. The YMCA Kids Korner was awarded $7,498.00 under the EICG at the September 22, 2022 Common Council meeting. They requested $ 8,300 based on previous years awarded amount, however they indicated that they could use $10,000.00 to fully fund the scholarships. This request is to bring the awarded amount to the YMCA Kids Korner program to a full $10,000.00. $2502.00 would bring them to a full $10,000.00 award. 2.) Request for Additional Appropriation from the General Fund for $4,958.00, Matching Grant- Educational Incentive Challenge G. Council Nocera motioned to approve, second made by Councilwoman Salafia unanimously approved. Additional Funding needed to fully support the Oddfellows Playhouse under the Educational Incentive Challenge Matching Grant Programming. This request is being made by Council Members Gene Nocera and Grady Faulkner. The Oddfellows Playhouse was awarded $5,402.00under the EICG at the September 22, 2022 Common Council meeting. This request is to bring the awarded amount to the Oddfellows Playhouse program to a full $10,000.00. $4,958.00 would bring them to a full $10,000.00 award.  BOE – 1.) Grant Confirmation totaling $9,618,544.31 to cover a multitude of items and special programs. Council Nocera motioned to approve, second made by Councilwoman Salafia, unanimously approved. 2.) Grant Confirmation totaling $459,266.94 for Cafeteria/Food Service. Councilman Nocera motioned to approve, second made by Councilwoman Salafia, Unanimously approved. 4. Report  Transfer of Funds/BOE Transfers  General Fund Appropriations  City’s Investments  Tax Collector Report  Professional Services Report  Monthly Expenditure Summary Report The next regular meeting is Wednesday December 28, 2022 at 6:00 p.m.
