FIRING RANGE BUILDING COMMITTEE MINUTES July 18, 2023 1. Meeting Called to Order Chairman Vinnie Loffredo called Meeting to Order. Members Present: Councilman Vinnie Loffredo, Chairman Chief Erik M. Costa – Police Dept. Chief Jay Woron – Fire Dept. Councilman Phil Pessina Maryann Serra Barbara McAuliffe Joe Bibisi Staff Absent: Councilman Darnell Ford Christopher Holden, Public Works Staff Present: Captain John Lozefski – Police Dept. Howard Weisberg, Deputy Director – Public Works Guests Present: Bullets Campbell, F.B.I. 1. Approval of Minutes Chairman Loffredo made a motion for approval of minutes from June 20, 2023 meeting with the correction of member Joe Bibisi NOT being present –All were in favor and there being no discussion or objection, motion passed. 2. Public Comment Opens ***None*** 3. Old Business ***None*** 4. New Business Project Update;  Continuing on the berm  Capping the berm at 90% payment to allow 10% for stabilization and seeding which will be done later  Working on finalizing the wall and sound proofing approval  Once approved, pouring of concrete slab for walls will begin and walls will be delivered   Beginning the layout to get things ready for the target system  Bullets has been down in Florida and Alabama – Field offices for the Targeting System  The system that Bullets saw was essentially a mockup of what would be provided for us  Potentially adds an element of training that does not exist on any other law enforcement range, which would make the range an absolute state of the art range  Bullets reported that the system is simple to use, and easy to swap parts, and the software program is simple and works well  TRS is working with TPS as the subcontractor – so the cost estimate would be between the two companies Councilman Pessina asked if it is possible to have documentation before the August meeting. Bullets agreed that he would get something written up with all of the main key points and law enforcement enhancements. Councilman Loffredo suggested having the Police Department’s IT dept. also take a look at the documents. Looking to complete phase one by the end of October. In addition, plan to complete phase two by May. Invoice number four – Invoice total is $122,931.87 with the 5% retainage taken out.  Continuing construction to the backstop and side berm  Completed the berm  Drainage  Site grading Councilman Loffredo asked where the balance was left at this point. Howard responded – 1.321 million dollars, which would include the ballistic walls, bullet trap and target system. Councilman Loffredo then made a motion to approve the invoice. All were in favor, so the motion was passed unanimously. Communication details- Howard began by say that if there are questions from the contractor, he will provide his opinion. However, if they ask for the opinion of the committee, he will then instruct them to create a request for information to bring to the committee for weigh in. The contractors are looking to begin components of Phase Two, prior to completion of Phase One. Concrete pad pouring is the beginning of Phase two and if completion of Phase one needs to happen before Phase Two, pouring can’t happen until October. In that case the crew can’t begin because of the colder weather. This would cause a 3-4 month delay in the project. Option One – Shift work focus off of Phase One completion and begin site work and concrete prep for Phase Two. Option Two – See if there is engineering evidence to support as assertion that concrete can be poured into November – December as long as winter is not horrible. Councilman Lofreddo made reference to the City’s agreement of having 1.5 million for the completion of Phase One. Bullets stated that his strong preference would be option two, which would not alter written agreements. Howard Weissberg also gave more details about what a cold weather plan would look like. The council then continued pros and cons back and forth of both options. Bullets did state that his understanding is that funds are sitting at the field office and would be available for the project if needed. Councilman Lofreddo stated that he will have a meeting with Public Works and the finance dept. to make sure that they have the necessary funding. He suggested tabling the matter to the next meeting and at that point, the committee will come to a new agreement. 1. Meeting Adjourned Before adjournment, it was suggested that the next Firing Range Meeting take place at the actual site of construction. All agreed to the idea. Chairman Loffredo made a Motion to adjourn. First by Barabra McAuliffe, seconded by Marann Serra. All were in favor and there being no discussion or objection, motion passed.
