FIRING RANGE BUILDING COMMITTEE MINUTES September 19, 2023 1. Meeting Called to Order Chairman Vinnie Loffredo called Meeting to Order. Members Present: Councilman Vinnie Loffredo, Chairman Chief Erik M. Costa – Police Dept. Chief Jay Woron – Fire Dept. Councilman Phil Pessina Maryann Serra Barbara McAuliffe Members Absent: Joe Bibisi Staff Absent: Councilman Darnell Ford Christopher Holden, Public Works Staff Present: Captain John Lozefski – Police Dept. Howard Weisberg, Deputy Director – Public Works Guests Present: Bullets Campbell, F.B.I. 1. Approval of Minutes In addition to the August minutes, Chairman Loffredo made a motion for approval of July 18, 2023 minutes. With no discussion or objection, motion passed. Chairman Loffredo made a motion for approval of minutes from August 15, 2023 meeting –All were in favor and there being no discussion or objection, motion passed. 2. Public Comment Opens ***None*** 3. Old Business Previous months MOA was signed by the Mayor and is adopted as is. 4. New Business Project Update;  Substantial completion of Phase One.  Soundboard delivered – nothing damaged   Loffredo suggested retaining extra soundboards for the future possible damages  Stability of the slope is holding up impressively with the amount of rain  Seed and erosion matting have been put in place  The site is ready for possible stationary target training Maryann Serra made a comment thanking the F.B.I. and Bullets Campbell for approving the LED lighting change. Turning Target Update;  Theissen is currently installing a range down in Mobile, Alabama – there has been some manufacturing issues that has caused problems in the target system  Theissen has revised their quote to us  In early October they will go over what the product looks like and what they can do on the software end  A decision will then be made to whether or not we stay with Theissen or look to another vendor  With Phase One being substantially complete – is it okay to move forward to Phase Two without Target System. Committee determined that Phase 1 would be considered substantially complete once the range can be used for target training. Invoice Number 6 We received an invoice, uh, from application number 6 in amount of the invoice is $210,036.21. The actual amount to be paid will be reduced by the 5% retainage. The items on the invoice. Are finishing up the concrete slab work to 98%, finishing up the sites storm drainage, finishing the site grading, the purchase of the soundproofing materials and 25% of the installation, and 25% for phase 2.building layout and design. Committee voted to approve the invoice as described, with the payment taking the retainage into account. 5.
