REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN December 11, 2023 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., on Monday, November 13, 2023. Chairman Cacciola called the meeting to order at 5:05 p.m. and called the roll. He noted that a quorum was not present and no votes to be taken. PRESENT: Phil Cacciola, Chairman; Larry Riley, Commissioner ALSO PRESENT: William Vasiliou, Secretary; Jason Lewellyn, Esq. ABSENT: Al Santostefano, Vice Chairman; Brian Gartner, Commissioner; Senova Stone, Commissioner (excused absences) PUBLIC SESSION: None FOLLOW-UP REPORT: None APPROVAL OF MINUTES: Due to abstentions, the minutes of the Special Meeting held on September 27, 2023, and the Regular meeting on November 13, 2023, were tabled to the January meeting. APPROVAL OF BILLS: The bills were presented to the Board, but no vote was taken. DIRECTOR’S/SECRETARY REPORT: Secretary Vasiliou reported on the November A/R which shows an increase of 3,602.20 for CONN 9-2, an increase of $31.07 for Conn 9-3, a decrease of $1,389.63 for Conn 9-4, an increase of $1,345.59 for CONN-5, an increase of $7,368.26 for State Family, and a decrease of $667.21 for E-101. Section 8: has 811 units in place and the average per unit cost is $975.31. Personnel: Mr. Vasiliou informed the Board that Cathy Culver in the Section 8 Dept. will be retiring on 12/15. Finance: The Finance Department is finishing the audit. LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 11/30/23. There was 1 new case opened. Two cases were resolved by stipulation. MAINTENANCE: No report MODERNIZATION: Monarca Place HVAC/Generator: installation of generator is complete. Marino Manor Expansion: permanent power/meters have been connected. The goal is to begin renting the units beginning Feb. 1. Sbona Tower: bids will be going out soon. 119 Daddario Rd.: work is complete on damaged unit.
