REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES AGENCY
MIDDLETOWN CONNECTICUT
JUNE 2, 2021
The Regular Meeting of the Inland Wetland and Watercourses Agency of the City of
Middletown was held remotely via WebEx.
A. Call to Order / Pledge of Allegiance
Joe Carta called the meeting to order at 7:08 PM

B. Public Hearing
1) Continued: Proposed remote trailer lot expansion including a 7.4 acre parking
lot within the 100 foot Upland Review Area located at 49 FedEx Drive.

Marek said there were revised plans submitted by the applicant. Matt Bruton, Engineer with BL
Companies gave an overview of the changes using a power-point presentation. He showed
where the 42 trailer trucks addition would go and it proximity to the wetlands. There is a very
small sliver close to the upland review area but no direct wetlands impact.
From the public:
Elizabeth Holder spoke on behalf of the Conservation Commission. She said the revised plans
are a great improvement over the original plans, but is still concerned that a great deal of water
runoff that will be dumped into the system. Everything that is being collected is going into the
wetland and there is concern that the capacity of the storm water storage areas may not be
sufficient. The Conservation Commission said that they had hoped that very low impact design
methods would be used to increase infiltration over runoff and this plan doesn’t seem to be
addressing that.
Matt Bruton said the sliver of property in the upland review area does not pitch towards the
wetlands. It goes to catch basins, gets treated in the system and then discharges down the
property to the wetlands and Mattabesset River, but not before it’s clean and taken care of
properly.
A discussion continued between the IWWA and Mr. Bruton.
Ken McClellan moves to close the public hearing. Jack Pieper seconds the motion. The chair calls
for the vote. The chair states the matter passes unanimously with 6 affirmative votes.
Ken McClellan moves for approval for a remote trailer lot expansion including a 7.4 acre parking
lot within the 100 foot Upland Review Area located at 49 FedEx Drive with the condition that all
staff comments be addressed. Paul Dyka seconds the motion. The chair calls for the vote. The
chair states the matter passes unanimously with 6 affirmative votes.

Ken McClellan asked Marek if there were anything going on at Founders Ridge. Marek said
nothing was new. ZEO Ron Baia was there last week and said it was very dry.
H. Minutes – May 5, 2021
Ken McClellan moves for approval with correction of the minutes of May 5, 2021. Jennifer
Greenberg seconds the motion. The chair calls for the vote. The chair states the matter passes
unanimously with 6 affirmative votes.
I. Communication and Bills
Joe Carta asked Marek if there was any news on new commission members. Marek said that
two names have come to him through the Republican Committee Chair. The Republican
Committee will review and take it to the Mayor. Marek said there is another name that is
unaffiliated and he will push to get them on the Commission for the next meeting.

Ken McClellan moves for adjournment. Paul Dyka seconds the motion. The chair calls for the
vote. The chair states the matter passes unanimously with 6 affirmative votes.
