Call to Order The chairman called the meeting to order at 7:04 pm and led the Pledge of Allegiance. B. Public Hearing None scheduled C. Old Business None D. New Business 1. Construction of a single family home and driveway grading within the upland review area at 644 Country Club Road. Applicant/Agent Domenico Fragomeni & Jadwiga Trzaska, Permit # W2022-1. Bill Jackson, P.E. is also a Soil Scientist and presented the application and site plan. The proposal is to construct a two bedroom single family home and driveway which will be within the 100’ regulated area. City water is available and a septic system is being proposed. There is no proposed impacts to the wetlands on site. Page 1 of 2  J. Sipperly asked Mr. Jackson to show the entire wetlands on the property but he didn’t have the complete set of plans. Mr. Jackson will bring them at the next meeting and staff will had them to the hyperlink item on the agenda. Motion: To accept the application # W2022-1 and schedule it for review and action at the next meeting on April 6th . Moved K. McClellan; seconded by J. Middleton, approved unanimously. E. Agency review None F. Reports of Officers and Committees J. Sipperly reported that he stumbled upon a violation at the end of Sachem Drive. Gary Middleton Assistant Planner and J. Sipperly were looking at a proposed pool on an abutting property when they noticed that there was significant disturbance of wetland into an existing pond. J. Sipperly will follow up with a written Notice of Violation. This will be added to the April agenda under Enforcement Actions. J. Carta asked J. Greenberg how the regulation revisions are going. She reported that they are almost completed and staff will add this item to the April agenda. G. Public Open forum Two students from Wesleyan were in attendance and asked questions of the commission members and staff relative to their charge and jurisdiction regarding wetlands and watercourses. They also asked questions to staff regarding enforcement proceedings. H. Minutes of February 02, 2022 The minutes were reviewed as received. Motion: To approve the minutes of February 02 2022 as received. Moved by K. McClellan; seconded by J. Greenberg approved unanimously. I. Communication and Bills None J.
