5. New Business:
a. Parking Infrastructure
i. Replacement of parking meters
Joe Samolis talks about the Mayor giving authorization to replace meters with
kiosks in our lots, side streets and Main Street. Joe explains that getting supply
right now is difficult. As the kiosks come in the city will pick certain areas that
are in desperate need of replacing meters. Joe express he would like a sign on
each pole downtown to help inform and educate people of the change and the
need for them to use either park Mobil or the kiosks in order to pay for parking
downtown.
Opens the floor for discussion.
Jen Alexander expresses her concern with the replacement from meters to
kiosks on Main Street. She explains it would also be inconvenient to park and
look for your nearest kiosk then walk to your destination.
Jennifer would like it noted in the minutes she is not in favor or the kiosks on
Main Street.
Jennifer suggests the city put up a pink piece of paper on the poles to indicate
where the kiosks would go as a test to get familiar with having them in
Middletown.
Director Samolis is in favor of putting a pink paper up in some areas down town
to see how much sunlight those particular spots get seeing as the kiosks work on
solar.
Mark Levine also wants to have in the minutes that he is strongly against this.
Samolis says he will share these sentiments with the mayor. Director Samolis
tells the committee he let the mayor know the committee would most likely be
against this decision.
b. Parking Hours
i. Director Samolis discussed looking at reducing enforcement/collection hours in
our lots in order to incentivize employers and employees to park in the lots and
to open up the metered spaces on Main Street.
ii. The Committee recommend 4pm as the time to stop enforcement in the lots. A
motion was made by Jen Alexander and seconded by Peter Harding, motion to
recommend to Mayor was unanimous.
