Chairman Ford Calls Meeting to Order at 6:30 PM MEMBERS PRESENT: Councilman Darnell Ford, Chairman Councilwoman Linda Salafia Councilwoman Meghan Carta Councilman Phil Pessina STAFF PRESENT: Erik M. Costa - Chief of Police Jay Woron – Middletown Fire Chief MEMBERS/STAFF ABSENT: Councilman Anthony Mangiafico 2. Approval of Minutes – June 26, 2023 Councilman Ford made a motion to approve the PSC Minutes for June 26, 2023. Councilman Pessina so moved, seconded by Councilwoman Salafia. There being no further discussion or objection, Motion passed. 3. Public Hearing – Matters on the Agenda Only ***NONE*** 4. Correspondence Chief Costa reported; Correspondences have been of the normal phone calls and questions on investigations. Nothing that stands out. 5. Monthly Reports a. Overtime Balances  Closing out 2022 – 2023 fiscal year  Workers comp issues – Retirements – accrued time holds up the hiring process and adds to overtime balances.  Currently working on filling positions  Chief’s interviews are upcoming (5 on the Lt’s list and 10 on the Sgt’s list) Community Reports & Incident Statistics Report Chief Costa reported on Community Reports;  Attended the YMCA Annual Banquet  Attended the FBI Joint Terrorism Task Force  Meet with the Rec Department in response to summer camp crisis  Attended CPCA Meeting – Lt. Puorro’s son was awarded a scholarship  Attended Juneteenth Flag raising and parade   Attended Middletown High School Graduation  LGBTQIA+ - Representatives sitting on that commission  Had an Underground representative guest speak at the monthly supervisors and above meeting to speak about human trafficking  Swearing-in of the new Cromwell Police Chief  Fireworks – outstanding job working with the fire dept.  Working with the First Sign program through Uconn – the Program deals with Use of Force policies Chief Costa reported on Incident Reports;  The Departments Use of Force has dropped 30% since implication of CIT  Four Laterals going through the hiring process  3 Entry levels going into the Fall Academy  Accreditation is on track with Lt. Derek Puorro and Accreditation Manager Darrin Perillo The commission then had a conversation in regards to CIT worker Kristin Sorlie and the upcoming mobile night service. 6. Old Business ***None*** 7. New Business a. $35,000.00 Grant Confirmation for Federal Auto Theft/Violence Overtime Chief Costa asked to vote on the above grant – he reported that it is 100% funded by the Federal Government. Councilman Ford made a motion to approve. All were in favor, motion passed unanimously. 8. Public Hearing Re-opened -- Other Matters ***None*** 9. Meeting Adjournment Councilman Ford made a motion to adjourn. Motion made by Councilman Pessina, seconded by Councilwoman Salafia. Motion passed unanimously, meeting adjourned.
