Chairman Ford Calls Meeting to Order at 6:30 PM MEMBERS PRESENT: Councilman Darnell Ford, Chairman Councilwoman Linda Salafia Councilman Anthony Mangiafico Councilman Phil Pessina Councilwoman Meghan Carta STAFF PRESENT: Erik M. Costa - Chief of Police Jay Woron – Middletown Fire Chief Dave Albert – Middletown Fire Deputy Chief MEMBERS/STAFF ABSENT: N/A 2. Approval of Minutes – August 21, 2023 Councilman Ford made a motion to approve the PSC Minutes for August 21, 2023. Councilman Pessina so moved, seconded by Councilman Mangiafico. There being no further discussion or objection, Motion passed. 3. Public Hearing – Matters on the Agenda Only ***NONE*** 4. Correspondence Chief Costa reported on Officer Accolades;  Officer involved shooting – Very proud of the officer involved as well as the responding officers  Outcome of this incident should be happening soon  Professional Standards received two complaints – one curtesy complaint and one claiming false arrest. Both are being vetted and will have finalized reports  Three officers on workers comp  One officer on sick based light duty  Four promotions; one Lieutenant and three Sergeants 5. Monthly Reports a. Incident Reports  2,900 calls for service – previous month was 2,700   497 Criminal Investigations  66 In-custody Arrests  101 Accidents – No Fatalities  123 Motor Vehicle Stops  33 K9 Call Outs  Major Investigations made multiple homicide arrests in the Hookah Lounge shooting  Flag Defacing Pride Flags – Juvenile arrest made  Street Crime Unit made over 20 arrests b. Overtime Reports  Down $12,000 from last year c. Community Reports  Jay Bodell & K9 Bear and other officers of our PEER Unit responded to Hartford PD in light of the Officer killed on duty  Connecticut Sun and Quassy Amusement park trips were taken with community kids  PAL building is coming close to having construction completed  We have received ARPA funding through the MAU between the City and the Police Department to help with the PAL program Councilwoman Salafia requested the funding and accounting be available for viewing online. d. Accountability Reports  On track with body worn cameras  Working towards accreditation success 6. Old Business ***None*** 7. New Business  Requesting LoCip funding of a $50,600.00 for appropriate HVAC work in the Evidence Room (this is part of Accreditation requirements)  Appropriation for the FY 2023 Budget - $233,058.24 for the Replacement Overtime Line (manpower & contractual obligations) - $191,971.67 for the Private Duty Line Councilman Pessina made a motion to move forward on the Chief’s LoCip HVAC funding request. Seconded by Councilman Mangiafico. Councilman Ford asked what the breakdown of work would be needed. Costa replied that currently there is NOT an HVAC system in place. Costa reported having a previous employee retire medically due to air quality of that room. There will also be fencing added to separate guns and drug areas. There being no further discussion or objection, Motion passed. Councilman Ford made a motion for the appropriation of $233,058.24 for the Replacement Overtime Line. Councilwoman Salafia asked if it was last year’s budget or this years – Chief Costa confirmed it coming out of last year’s budget. There being no further discussion or objection, Motion passed. Councilman Ford made a motion for the appropriation of $191,971.67 for the Private Duty Line. Motion made by Councilman Pessina and Seconded by Councilman Mangiafico. Councilwoman Salafia asked if the Chief had the actual total revenue number – Costa replied that he would have to request that directly through the Finance Dept. Councilwoman Salafia asked for further explanation of out of town officers working Private Duty. There being no further discussion or objection, Motion passed. Lastly, Chief Costa thanked the Commission for the approval of the Community Room upgrades, which will be happening this coming week. He also spoke about the Range and offered the commission a tour if they would like. 8. Public Hearing Re-opened -- Other Matters ***None*** 9. Meeting Adjournment Councilman Ford made a motion to adjourn. Motion made by Councilman Pessina, seconded by Councilman Mangiafico. Motion passed unanimously, meeting adjourned.
