Public Safety Commission FIRE DEPARTMENT January 22, 2024 **Hybrid City Hall - Room 208 -----------Meeting Minutes---------- 1. CALL TO ORDER Commissioner Ford called the meeting to order at 7:03 p.m. 2. ATTENDANCE MEMBERS PRESENT: Commissioner Darnell Ford Commissioner Tony Gennaro Commissioner Anthony Mangiafico Commissioner Linda Salafia Commissioner Kelly Sweeney MEMBERS ABSENT: STAFF PRESENT: Fire Chief Jay Woron Deputy Fire Chief Dave Albert Police Chief Erik Costa 3. MINUTES OF PREVIOUS MEETING Commissioner Ford entertained a motion to approve the minutes from December 18, 2023, Commissioner Salafia so moved, Commissioner Mangiafico seconded, and all voted in favor to accept the meeting minutes as presented. 4. PUBLIC HEARING 5. CORRESPONDENCE  None 6. MONTHLY REPORT  Chief Woron gave the monthly report: o 367 emergency calls for the month o Fire Activity:  Serious head on motor vehicle accident on Washington Street  Person in Ct. river – Middletown Police first on scene & deployed throw ring Page 1 of 3  Heritage Commons – small fire in one of the rooms  Durham commercial building fire – mutual aid given with one engine  Meriden – 2 alarm fire, Truck 1 assisted  Chimney fire on East Lake Drive o Events:  Attended Firing Range Committee  CBB attended  Hosted Assistant Chief of Safety Frank Leeb from the NYFD – did firefighter & officer training  Attended Opioid Task Force meeting & Opioid Working Group meeting  Hosted poster contest ceremony  Attended Retiree Christmas breakfast  Finance & Government meeting attended  Chief officers meeting held  City Council meeting  General Council meeting attended – employee had an upgrade/title change  Telecommunications Commission meeting held & attended  Deposition in New Haven – sat on an oral panel for East Haven Assistant Chief position & one of the candidates is now suing the town because they did not get the job  Met with HR with regards to upcoming contract & the reinstatement of the Captain’s position – job description finalized  Workers Comp. Review meeting attended  Currently have one long term shoulder injury that was discussed  Attended the retirement party of Chief Shea – Portland Fire o Training:  Chief Ehman did monthly EMS training  New Quint fire apparatus is in – Deputy Chief explained to all four shift the new polices & procedures  A factory trained rep did training with all four shifts  Last week driver training and tactical/pump training done 7. OLD BUSINESS o Overtime  Much lower this month  Currently have two personnel vacancies due to two retirements  Promotion of a Battalion Chief & a Lieutenant occurred  Offers have been made to fill the two vacancies – one to a Middletown resident currently working at Public Works and the other to a UConn firefighter/Air Force Veteran. They will be heading to recruit school on February 13  Councilman Ford asked about the Captain positions and whether this creates openings. Chief Woron stated that is does not. Testing will be done for Lieutenants and four of them will become captains, one per shift  Chief Woron reported that there is currently one long term maternity, one long term shoulder injury, and that in March one will be going out on FMLA for childbirth leave for 8-12 weeks o City wide EMS:  No report received from Hartford Healthcare for December EMS runs Public Safety Meeting – January 22, 2024 minutes Page 2 of 3 o Building Projects:  Crack in the apparatus floor at headquarters – engineer coming in to fix  Headquarters basement water – storm drain between the firehouse and the Salvation Army building had not been cleaned out so Water/Sewer Department took care of this  Roof leak at Cross Street – contractor came in and provided a price to repair  Water in the basement of Cross Street coming through some piping conduits from Frontier – they are in the process of fixing this o Chief report that he and the Deputy Chief met with all those to be involved in the upcoming contract negotiations – collective bargaining expires June 30th so negotiations will start soon o All ladder testing done on fire apparatus 8. NEW BUSINESS o Deputy Chief Albert met with a company who did an energy audit on Cross Street  Will have a report in a couple of weeks  Grant money will be used for energy updates to the building 9. Other Matters Not on the Agenda: 10. Public Hearing Reopened – Other Matters 11. Monthly Summary of Action Taken by the Telecommunications Committee Deputy Director Grauer gave the quarterly report which included that a firm came in to look at the possibility of moving central communications out of Cross Street fire station and into their own facility at Mile Lane as reported by Chief Woron 12.
