1. CALL TO ORDER
Commissioner Mangiafico called the meeting to order at 7:13 p.m.
2. ATTENDANCE
MEMBERS PRESENT:
Commissioner Anthony Mangiafico
Commissioner Tony Gennaro
Commissioner Linda Salafia
Commission Kelly Sweeney
MEMBERS ABSENT:
Commissioner Darnell Ford
STAFF PRESENT:
Deputy Fire Chief Dave Albert
Police Chief Erik Costa
3. MINUTES OF PREVIOUS MEETING
Commissioner Mangiafico entertained a motion to approve the minutes from August 26, 2024,
Commissioner Salafia seconded, Commissioner Gennaro seconded, and all voted to accept the minutes as
presented.

6. MONTHLY REPORT
Deputy Chief Albert gave the monthly report:
o Busy couple of weeks for calls – 329 for the month
o Fire Activity – all in a eight day span responded to the following:
Marine & dive request to Haddam
Garage fire in Westfield with a critically burned patient
Dive & marine operations in Saybrook – MFD divers located the patient
Fire in Middlefield with a fatality

CPR save at Amici’s Restaurant
Deputy Chief Albert extended kudos out to the Police Department &
dispatch for the great outcome
Station coverage done in Meriden
Glastonbury call – car into river, suicide attempt
o Deputy Chief Albert stated to the commission that is has been an extremely busy &
challenging time
The loss of Drone Instructor Pelletier also hit hard – ten members of the
department had a close relationship with him – peer support is being brought
into the department for the members
Deputy Chief Albert again gave out kudos to the members of the Middletown
Fire Department for their handling of all these event as he way away during
this time
o Events:
Attended all required monthly meetings
Bid spec meeting held – ARPA project went out to bid last week
Union contract signed – Q&A session to be held on September 30th
Met with EDC to go over funding options for projects
September 11th Ceremony held – DC Albert thanked all who attended and
announced that this year the Middletown Disabled American Vets – Chapter
7 were invited to lead the Pledge of Allegiance
They were very appreciative & an open invite was extended from the
Middletown Fire Department to join in every year
Attended South Fire District’s September 11th Ceremony
Attended the City of Middletown employee picnic – great time was had
Starting volunteering with the PAL boxing program
Deputy Chief Albert thanks Police Chief Costa for allowing him to
volunteer/participate
o Training:
Dive, Marine, and Drone training continued
Company level training done
Joint training with South Fire District on Eastern Drive done
7. OLD BUSINESS
o Overtime
Fill overtime starting to slow down
FMLA status:
(1) long term still out until November
(1) 12 week FMLA just returned
(1) 12 week FMLA going out any day now
o Apparatus update:
Spec for new Engine 3 received with a price of under $1 million & a 2 year
build time
Will discuss with Finance about best funding options
Truck 2 has returned
Engine 3 is back to the service shop for work to be done
o HQ ARPA project update:
Bid posted
Bid meeting to be held with interested contractors
Hoping project will start soon – Deputy Chief will keep the commission posted

o Feasibility study for Station 2 on hold until dispatch fate revealed
o Training building update:
Waiting on final price
Going to Pittsburgh the end of October for a walk through
Deputy Chief Albert discussed naming the new training building after the late Retired
Fire Chief George Dunn – will go through the approval process
o Fire code ordinance – continuing to enforce
Problem resident removed from the facility
o City wide EMS:
885 EMS calls with 2 mutual aid ambulances for the month
8. NEW BUSINESS
o Joint Active Violence Training
o To be held in April – updates will follow
o ISO survey
o Completed – currently at a 3 rating
o 3 Fire station – Newfield Street

o Deputy Chief informed the commission that he is going to create a full analysis
of the department & its infrastructure needs
Progress needs to be made
o Survey to be established with assistance from IT Department to target homes in need of
fire alarms & CO detectors
o Will go through the city website – more details to follow

11. Monthly Summary of Action Taken by the Telecommunications Committee
o Staffing is currently at 16 dispatchers with two conditional offers pending – one trainee
started on August 26 and all three will be trained at once
o Activity for August was approximately 7,115 incidents, 2,317 9-1-1 calls, and
7,354 administrative calls
12. ADJOURNMENT
Commissioner Mangiafico entertained a motion to adjourn, Commissioner Gennaro so
moved, Commissioner Salafia seconded, and the meeting was adjourned at 7:27 p.m.
