PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY OCTOBER 10, 2018 TIME: 7:00 P.M. MUNICIPAL BUILDING ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Councilman Carl. R. Chisem Councilman Sebastian Giuliano Councilman Gene Nocera Councilman Philip Pessina Absent: Councilman Thomas Serra Staff Present: William Russo, Director of Public Works Christopher M. Holden, P.E., Deputy Director of Public Works Chair Chisem opened the Public Works & Facilities Commission meeting at 7:02 P.M. Chair Chisem requested a motion to approve the minutes dated September 19, 2018. Motion to approve the minutes was seconded and approved unanimously. PUBLIC COMMENT ON AGENDA ITEMS: None. CORRESPONDENCE: Deputy Director Holden stated that there is no correspondence at this time. NEW BUSINESS: a. Update on Security Camera System – Director Russo stated that he asked Sal Zichichi, Owner of Utility Communications, to give an update to the Commission. The Council has been generous and he knows there has been a lot of talk about the security in town so he wanted him to come to discuss the progress. Sal Zichichi showed live footage of Woodrow Wilson to the Commission and how to go about navigating in the camera’s computer program such as zooming in and out. Any of the cameras can see a portion of the walking trail. He showed an example of the back camera for the press box by zooming in on the concession stand. All cameras are optical 30x zoom and have a 30 day retention which is standard throughout the whole City. Director Russo asked Sal to show the Commission all of the capabilities that the Police Department has when using these cameras. Sal showed an overview of the City and indicated that if there were ever a fire, they can see where it is in town. He showed how to zoom in from a screenshot on the camera which goes all the way to the top of the Middle Oak Building. There is also a camera that shows the Portland Bridge footage. The schools are doing a major upgrade so there will be cameras installed that will film any public area on the school premise. Some schools had less cameras installed than others due to funding. b. Professional Services – Milone & MacBroom; Country Club Road Site Work – Director Russo stated that the Country Club Road soccer facility is going to be undergoing phase one of construction. Phase one includes the parking lot, restrooms and the concession stand. There is no sewage at the location so a holding tank or a leaching field would be a necessary installation in order to undergo construction of the restrooms. The preferred method would be to install a holding tank. In order for a holding tank to be installed, a permit will have to be pulled with the State of Connecticut Health Department. Mike Doherty and Vince McDermott of Milone & MacBroom have been involved with the planning stages of the project. Deputy Director Holden broke down the proposal for the Commission starting with the front end of the facility which is the parking lot area and the concession stand. A survey will be composed so that a layout of the area will be mapped out with the current grades. From this, the preliminary design will be generated and then depending on the design the next step as far as Planning and Zoning and Wetlands can be determined. The estimated cost of the first phase will be $77,000.00 which includes the preliminary design, construction design and construction documents. Construction phase services will also be provided during the renovations. There is a separate contract with a local engineer recommended by Sal Nesci that does a lot of work with septic systems. Essentially, it will have to be proved that leaching fields cannot be installed. From there, further proving that the location is a seasonal facility, it should enable the process to move forward with the installation of a holding tank. Councilman Chisem asked Director Russo if this project will have to go out to bid. Director Russo replied indicating that it does have to go out to bid. Milone & MacBroom will put the scope of work together with a rough estimate for the bid for professional services. The work can begin once this Commission approves and the signatures are received from then the Mayor, Finance Director and Director Russo or his designee. OLD BUSINESS: a. September 2018 Public Works Overtime Report – The Commission reviewed their September 2018 Public Works overtime reports. Director Russo stated that the area being paved behind St. Pius Church has been completed; Hunting Hill Avenue and the Senior Center are both completed. There is one small area still to be completed at Palmer Field on the football side. b. September 2018 Building Permits – The Commission reviewed their September 2018 Building Permits. Director Russo stated that the current intake of building permits for this fiscal year is $201,000.00. There are three inspectors that are out all the time and there is a new housing project at the top of Mile Lane with 10-12 houses going up. OTHER: Director Russo stated that a CASHO annual truck fleet seminar flyer came in the mail today. It is a class for the mechanics and it costs $50.00; the money is in the budget. All of the Public Works Master Mechanics and the Parks Mechanic attend this seminar. A motion was made to approve of the CASHO annual truck fleet seminar for a total of 8 Master Mechanic’s and 1 Fleet Manager. Motion was seconded and approved unanimously. a. September 2018 Monthly Report – Highway Division – The Public Works & Facilities Commission reviewed their September 2018 monthly reports for the Highway Division. Director Russo stated that there is a 20 hour per week custodian on Green Street. b. September 2018 Overtime Report – Parks Division – At this time, there was no Overtime Report for the month of September 2018 available to review for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting. Motion was seconded and approved unanimously.
