Meeting of September 2, 2021

Call to Order Roger Palmer called the meeting to order at 6:01pm.
Approval of Minutes Councilman Gennaro made a motion to approve the minutes. Roger Palmer
seconded the motion. The motion passed unanimously.
Public Comments
No one from the public was in attendance.
Director’s Report
We have been hit with supply chain delays as well as shortages. Order are being shipped weeks or even
months after being placed which is impacting some of our project timelines.
Through our existing Box service, they released a complimentary service called Box Sign, which is
similar to DocuSign. We are testing it within the Technology Services Department. Once we’ve worked
out the kinks, we’ll roll it out to the rest of the city.
We are working with Human Resources on the NeoGov migration from CivicHR. We’re providing
project management for them.
We are coordinating with Public Works & Recreation on Veteran’s Park to decommission old networking
equipment as well as develop new conduit runs and to run new fiber connections to continue to supply
new security cameras in the short term and in the long term be prepared for any new build that comes
there.
For the ECD & Land Use split, we’ve worked with both departments on splitting off the SeeClickFix
access, separating their workflows and our OnBase contract management. Right now, we’re waiting on
purchase orders to be issued to contractors to finish some basic construction design in the building.
We are in the process of upgrading our contract management solution OnBase. Phase 1 begins this week.
We are upgrading the development environment databases so we can retire older servers.
We are in the midst of doing a huge housecleaning in terms of older hardware. We’re working closely
with Kim O’Rourke – Recycling Coordinator for the City – to recycle the older technology appropriately.
It took about two months for the batteries we ordered to arrive so that we can replace some of the backup
power that takes care of the server room for the city.

We’re planning to do a November upgrade of all cell phones for city employees. We’ll be sending out
communications to all employees who are eligible for an upgrade.
Long term, we’re still looking to build our virtual data center.
Green Street: After months, we’re finally receiving the network equipment we ordered at the end of the
spring.
As of September 2nd, the two positions that were approved by the Common Council, for the Police
Department, should be posting on September 3rd.
Brian Robillard asked if there was a GIS update. Is there a new contract with Tighe & Bond this fiscal
year? Last year they started developing an SOP on how we’re going to handle our data. Was that
completed?
Bryan Skowera answered, that should’ve been completed but he’ll look into it further.
Councilman Faulkner asked if any of the obsolete equipment can be reused by anyone else.
Bryan Skowera explained that some of the equipment is offered first through government auction. If there
are no bids, we dispose of them. Some of the hardware is just too old.

Executive Session to discuss matters concerning security strategy pursuant to Sec. 1-200 (6)
Roger Palmer made a motion to move into executive session. Councilman Faulkner seconded the motion.
The motion passed unanimously. The Committee moved into executive session at 6:13pm.
The Committee emerged from executive session at 6:48pm.
Discussion of Items to be placed on the Next Agenda
Roger Palmer requested that the Executive Session to discuss matters concerning security strategy
pursuant to Sec. 1-200 (6) be moved to Unfinished Business. Councilman Gennaro made a motion to add
this item to Unfinished Business. Roger Palmer seconded the motion. The motion passed unanimously.
Adjournment
The Committee adjourned at 6:50pm pm on a motion by Councilman Gennaro. Councilman Faulkner
seconded the motion. The motion passed unanimously.
