MIDDLETOWN TOWN COUNCIL MEETING MINUTES April 7th 2020 The Middletown Town Council met via the GoToMeeting App at 7:00 P.M. Council Members Dick Schwalm, Gary Kendall, Jake Smith, Dave Wagner and Town Attorney Joel Harvey were present. Dan Fountain was absent. 1. Resolution 2020-04-07, which prescribes a procedure to pay claims during the Public Health Emergency was Discussed. Dave Wagner motioned and Dick Schwalm seconded approving the resolution. Motion carried 4-0 2. There was discussion about moving the trash fee up in the posting order due to concerns about residents not being able to pay their full bills under the current circumstances. Dave Wagner motioned and Gary Kendall seconded moving the trash fee to second in the posting order after Electric. Motion carried 4-0 3. Baker-Tilly has informed us that the electric utility tracking fee should be .051274 per KWh for the second quarter of 2020. Dick Schwalm motioned and Dave Wagner seconded to approve the rate. Motion carried 4-0. 4. Amanda Riwitis reported that she had received a third bid for repairing the Police Department door. The three bids are: John Ashton 3666.00, Attlin Construction 2735.00 and Jeff Burton 2700.00 Dave Wagner motioned and Jake Smith seconded awarding the contract to Jeff Burton. Dave Wagner and Jake Smith voted yes. Gary Kendall and Dick Schwalm voted no. Dick Schwalm then motioned and Gary Kendall seconded to award the contract to Attlin Construction. Motion carried 4-0. . 5. Jake Smith reappointed Mark Ballenger to the Park Board. All members present confirmed the appointment.
