MIDDLETOWN TOWN COUNCIL
MEETING MINUTES
The Middletown Town Council held a meeting on June 18th 2024. Drew Cooper was absent
The council approved the minutes from the June 11th meeting
The council approved claims 39738 – 39767 totaling 141,875.40
1. Tina Henderson from Mendenhall and associates gave a presentation on the
library applying for a CBDG grant from OCRA. The town needs to be the lead
applicant on it. Dan fountain motioned and Teresa Dennis seconded approving
the application. Motion carried 4-0. Tina will also be taking over as the grant
administrator for the Mainstreet planning grant.
2. Dave Wagner opened a public hearing on an additional appropriations request.
With no comment from the public, President Wagner closed the hearing.
3. Resolution 06-18-2024-1, which is for additional appropriations, was presented.
Dan Fountain motioned and Teresa Dennis seconded approving. Motion carried
4-0. The appropriations are for General Fund- Other services and charges 33,000
and Park- Capital Outlay 30,000.
4. A proposal from Pavement Solutions to Microsurface and Crack Seal streets as
part of CCMG 2024-1 was presented. Dan Fountain motioned and Ryan Smith
seconded accepting the proposal. Motion carried 4-0.
5. The council discussed a tree management program. No action was taken.
6. Dan Fountain motioned and Ryan Smith seconded approving Ordinance 2024-3
on its’ second reading. The ordinance deals with the cat sterilization program.
Motion carried 2-1. Dave Wagner voted against and Teresa Dennis abstained.
7. The council discussed a proposed sidewalk maintenance program.
8. The council discussed a proposed Master Services Agreement from IMPA Service
Corporation.
9. Dan Fountain motioned and Teresa Dennis seconded approving Bowen
Engineering repair a Sewer collapse at the intersection of 8th and Locust as part of
the sewer project. The cost would be 32,500. Motion carried 4-0.
10. Dan Fountain motioned to allow the Historical Society to hang signs reserving two
spots in the municipal parking lot on Locust Street. Motion died due to a lack of
second.
There being nothing further brought before the council, the meeting was adjourned.
