Village of Millbrook Board of Trustees Wednesday, 6/08/2022 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Arbogast, Trustee Doro, Fire Chief Ted Bownas, Matt Rochfort (FD President), Officer Witt (OIC),Public Works Supervisor (PWS) Collocola, Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt Absent: Trustee Herzog 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Administrative Business: Minutes Approval: Minutes for May were tabled. Voucher Approval: Motion made by Trustee Doro to accept the fund totals for the Vouchers as presented, seconded by Deputy Mayor Contino and all were in favor (attached). 4. Department Reports: a. Fire & Rescue – Fire Chief Ted Bownas: Read from attached monthly report. President Rochfort announced July 8th and 9th will be the FD Block Party at the firehouse- information will be posted on the website. Sign presentation by Gloede Signs. Discussion on approval of the sign tabled until July meeting. b. Police – OIC Witt: read from attached monthly report. Speed sign have been received and will be mounted and placed on Alden Place- training on the sign software to follow. Mayor Collopy stated he wanted OIC Witt to make sure all officers complete all required annual trainings as per the Police Modernization Plan. c. Highway: PWS Collocola read from the attached monthly report. A discussion concerning outside dining at Les Baux (Church St.) occurred with the topic being about safety and traffic. The Board tabled the discussion until Trustee Arbogast talks with the Millbrook Business Association (MBA). d. Water & Sewer – S. Osborne: read from the attached monthly reports. Mr. Osborn reported the sewer lining project will be going to bid in the paper. Bids will be opened at the August meeting. e. Treasurer & Building Dept – Clerk Witt: read from attached reports. Budget Adjustment Resolution: Motion made by Mayor Collopy to accept the Budget Adjustments as presented (attached), seconded by Deputy Mayor Contino and all were in favor. 5. New Business Updates: Agenda items discussed: Climate Smart Communities Pledge Resolution (attached) Motion made by Mayor Collopy to accept the resolution as presented, seconded by Deputy Mayor Contino and all were in favor. Deputy Mayor Contino reported that after a meeting with the Town of Washington, it was agreed that an EV station would be placed at the Town Hall- more details to follow. 6. Old Business: Agenda items discussed: A rough draft of the Code update on Vehicle and Traffic will be given to the Board for the August meeting. Proposal for the Bennett Pump Station and Generator- Delaware to make a presentation at the second July meeting- July 27th. Other agenda items: Tennis Courts and MIG grant- additional updated will be at the July business meeting. 7. Public Comments- No Comments were made. 8. Board Member Updates: See attached. 9. Executive Session: The Board paused the meeting to clear the room for executive session at 7:50 PM. Motion made by Mayor Collopy to enter into executive session at 7:54 PM, seconded by Deputy Mayor Contino, and all were in favor. The Board discussed inflation potential impact on the budget, no motions were made, or discussions planned. Motion made by Mayor Collopy to exit executive session and adjourn the meeting at 8:12 PM, seconded by Deputy Mayor Contino and all were in favor. 10. Next board meeting: Wednesday, July 13, 2022, at 6 PM. Second meeting, July 27, 2022, at 6 PM- Delaware Presentation and Town Resident request for Sewer hook-up. 11.
