Village of Millbrook Board of Trustees Wednesday, 7/13/2022 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Trustee Herzog, Trustee Arbogast, Trustee Doro, Fire Chief Ted Bownas, Matt Rochfort (FD President), Officer Witt (OIC),Public Works Supervisor (PWS) Collocola, Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt Absent: Deputy Mayor Contino 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Administrative Business: Minutes Approval: Motion made by Trustee Herzog to approve the minutes of 5/11/2022 & 6/08/2022, seconded by Trustee Doro and all were in favor. Voucher Approval: Motion made by Trustee Doro to accept the fund totals for the Vouchers as presented, seconded by Trustee Herzog and all were in favor (attached). 4. Department Reports: a. Fire & Rescue – Fire Chief Ted Bownas: Read from attached monthly report. Reported that NDP has relocated within the Town of Washington (TOW), but their new location isn’t zoned for their services. NDP will need to move again, but their new location is yet to be determined. A follow-up on the topic will be at a later date. Chief Bownas reported there is a new member of the Rescue Squad. Motion made by Mayor Collopy to approve Jonah Sheridan to the Rescue Squad, seconded by Trustee Herzog and all were in favor. Fire Department Sign: There was an additional presentation by Gloedy Signs with some modifications to the original plans from the 6.08.22 meeting (attached). There will be a sign demo for residents to see what the digital sign will potentially look like. An unofficial poll of the Board on a digital sign was mixed and a vote was tabled until after the demo. Chief Bownas asked for the Board’s consideration for the digital sign because putting lettering up on the sign board was very time consuming- as the Millbrook Fire Department is all volunteer. He said the FD would adhere to any BOT stipulations. A question about the sign not being to Code was brought up. Attorney MacDonald said that in the Village Sign Code there is a provision that government entities are exempt from the sign code. b. Police – OIC Witt: read from attached monthly report. Reported that Officer Aluisio will be resigning as of the end of July. OIC Witt will have an Active Shooter Training update for the Board at the August meeting. c. Highway: PWS Collocola read from the attached monthly report. Reported the paving of North Avenue is currently scheduled for September 12 & 13. Chip sealing of Nine Partners Rd is currently scheduled for August 3rd. After discussion concerning outdoor dining at Les Baux, the Board deemed it a safety hazard for pedestrians- Mayor Collopy to talk to the owners of Les Baux. d. Water & Sewer – S. Osborne: read from the attached monthly reports. Mr. Osborn reported the sewer lining project bid is in the paper. Bids will be opened at the August meeting. e. Treasurer & Building Dept – Clerk Witt: read from attached reports. 5. New Business Updates: Agenda items discussed: CDBG- Trustee Herzog- award amounts to be announced August 5th, will update at the August meeting. 6. Old Business: Agenda items discussed during Department Head reports. 7. Public Comments- No Comments were made. 8. Board Member Updates: See attached. 9. Next board meeting: July 27, 2022, at 6 PM- Delaware Presentation and Town Resident request for Sewer hook-up. August 10th, 2022, at 6 PM for the next Monthly Business Meeting. 10.
