Minutes of Village of Millbrook Board of Trustees meeting on Wednesday, 12/14/2022 Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Open meeting at 6:00 PM with Pledge of Allegiance. Congrats to Trustee Doro and newly elected Trustee Pat Murphy for winning the election to 4-year terms. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Arbogast, Trustee Doro, Fire Chief Ted Bownas, Matt Rochfort (FD President), Scott Osborn (VRI), Attorney MacDonald. Absent: Public Works Supervisor (PWS) Collocola, Clerk Witt 2. Administrative Business: Minutes Approval was deferred to January meeting. Voucher Approval: Motion made by Mayor Collopy to accept the fund totals for the Vouchers as presented, seconded by Deputy Mayor Contino and all were in favor (attached). 3. Department Reports: a. Fire & Rescue – Fire Chief Ted Bownas: Read from attached monthly report. FD sign has been installed but Mayor Collopy asked that it be lowered. Chief Bownas agreed to have install company return to lower sign to be comparable to prior sign. b. Police – (OIC Witt absent) Monthly report & data reports from latest Speed Sign (being on Harts Village Road - attached. c. Highway: Mayor Collopy read from PWS Collocola’s monthly report in his absence. d. Water & Sewer – S. Osborn: read from the attached monthly reports. Mayor Collopy to request Delaware Engr to present bid proposal for South MB pump station replacement at January meeting. e. Treasurer & Building Dept – (Clerk Witt absent): Mayor Collopy read from attached reports including summary of 1st report from NYCLASS. 4. New Business Updates: (a) BAN renewals presented by Mayor Collopy, seconded by Deputy Mayor Contino and approved by all board members. (b) Code update to Chp 220: changes are completed and will be distributed to board members prior to introductory resolution at January board meeting. (c) Trustee Doro continues work with ToW on a common set of criteria to include in the VoM Zoning law for AirBnBs. (d) Annual re-org meeting will be 1/4/2023 and will include induction of newly elected Trustees Doro & Murphy. 5. Old Business Updates: (a) Motions were made by Mayor Collopy and seconded by Deputy Mayor Contino with full board approval for the following: (i) lawn sign notice of any upcoming public hearing for property changes and (ii) restrictions for sidewalk dining. (b) Trustee Arbogast reported that Christmas lights removal will occur on Saturday, January 7, 2023, at 10AM. Volunteers are welcome. (c) Parade of Lights by C. Collopy (absent) is attached. Thanks to the sponsors (Bank of Millbrook and Ruge’s Chevrolet) and many volunteers who helped make it a success. Also, thanks to MB Police and NYS Troopers for ensuring safe traffic control throughout the parade route. 6. Public Comments- No Comments were made. 7. Board Member Updates: (a) Deputy Mayor Contino discussed the status of the EV station installation at the ToW Hall lot. Mayor Collopy presented a resolution of VoM conformance to ADA requirements (attached). Seconded by Deputy Mayor Contino and approved by all members. 8. Next board meeting: 1/4/2023 at 6 PM- Millbrook Firehouse for the annual re-org meeting. 9.
