Village of Millbrook Board of Trustees Wednesday, 04/12/2023 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee Murphy, Robert Collocola Public Works Supervisor (PWS), Matt Rochfort (FD President), Officer Witt (OIC), Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Administrative Business: Minutes Approval: Tabled. Voucher Approval: Motion made by Deputy Mayor Contino to accept the Voucher fund totals as presented, seconded by Trustee Contino and all were in favor (attached). 4. Matt Dutcavich-Dutchess County: Presentation concerning bridge work on Standford Rd (attached). The Board asked Mr. Dutcavich to make Franklin for the detour, rather than Harts Village- he agreed and said that change shouldn’t be a problem. 5. Department Reports: a. Fire & Rescue – Read from attached report. The Board thanked Fire Chief Bownas for his 13 years of service. Chief Bownas then introduced Chief Elect Boscardin and Deputy Chief Elect Granger. b. Police – OIC Witt: read from attached monthly report. Mayor Collopy read from the attached press release from the Town of Poughkeepsie thanking the Millbrook Police Dept. for their assistance in a pursuit. OIC Witt will be gathering car quotes for the May meeting because car 7K251 needs expensive repairs and it is up for removal. Resolution 2023-002 v.5 (Re-introducing) Local Law 1- Revising Chapter 220 Vehicle and Traffic: After discussion between the Board and members of the public, concerns with school buses and parent pick up and drop off came up. Mayor Collopy will reach out to the school board and have a representative come to speak before the Public Hearing. Motion by Mayor Collopy to accept Resolution No. 2023-002 v.5 Introducing Local Law #3 of 2023 Amending Chapter 220, seconded by Trustee Herzog- Roll Call Votes: Mayor Collopy-Aye, Deputy Mayor Contino – Aye, Trustee Herzog- Aye, Trustee Doro- Aye, Trustee Murphy- Aye. Public Hearing will take place May 10th. c. Highway – PWS Collocola: read from attached monthly report. d. Water & Sewer – S. Osborne: read from attached monthly report. Reported to the Board that registers in some meters are starting to malfunction. He would like to come up with a replacement budget plan with the Board. Mr. Osborn suggested tacking on a meter fee of $1-$2 in the bills to help build the funds for this project (this project will be an ongoing matter). e. Treasurer & Building Dept – Clerk Witt: read from attached reports. 2023/2024 Budget- Public Hearing: Motion by Mayor Collopy to open the Public Hearing, seconded by Trustee Herzog and all were in favor. No public comments were made. Motion by Mayor Collopy to close the Public Hearing, seconded by Trustee Doro and all were in favor. Motion made by Mayor Collopy to accept the 2023/2024 Budget as presented which includes an increase in the Sewer Benefit Assessment (SBA) from $50,000 to $61,000, an increase in water billing of 3.5%, and remaining under the 2% tax cap, seconded by Deputy Mayor Contino and all were in favor. 6. Public Comments- None. 7. HNL Excel Trust- Corporate Resolution 2023-001 (attached): This Resolution gives Mayor Collopy the authority to sign financial documents for the Village of Millbrook. Legislative intent: Chapter 220 of the Village of Millbrook Village Code contains the Village’s regulations with respect to Vehicle and Traffic. The Village Board has determined it is in the best interest of the Village to update and amend Chapter 220 to add two (2) new Sections for the regulation of handicap parking and two (2) new Sections to add Vehicle Weight Limit Restrictions in the Village and to amend certain other Sections of Chapter 220 to update the parking restrictions and speed limits in the Village. Section 2. Chapter 220 of the Village Code is hereby amended to add a new Section 220- 14.2 to include the following language. “§ 220-14.2. Handicap Parking. {00392742 2 } 1  The parking spaces described in Schedule XXIV (§ 220-56) are designated for handicap parking only.” Section 3. Chapter 220 of the Village Code is hereby amended to add a new Section 220-14.3 to include the following language. “220-14.3 Vehicle Weight Limit Restrictions The roads listed in Schedule XXV (§ 220-57) have vehicle weight limit restrictions.” Section 4. Section 220-30 of Chapter 220 of the Village Code entitled “Obstruction of snow removal and street cleaning prohibited”, is hereby repealed in its entirety and replaced with the following language. “§220-30 Obstruction of snow removal and street cleaning prohibited. During the period extending from December 1 in each year to March 31 of the Following year, no person driving or having any vehicle in his or her charge or under his or her control shall permit the same to be parked or to be placed and let remain or left standing (except for the period reasonably required to load or unload passengers or goods) in or upon any streets or avenues in the Village of Millbrook between the hours of midnight and 6:00 a.m.” Section 5. Section 220-34 of Chapter 220 of the Village Code entitled “Schedule II: Speed Limits” is hereby repealed in its entirety and replaced with the following language. “§ 220-34 Schedule II: Speed Limits.
