Village of Millbrook 20 Front Street- Millbrook Firehouse Board of Trustees (BOT)- Budget Overview and Salaries April 4, 2023 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee Murphy, Fire Department (FD) Chief Bownas, Officer in Charge (OIC) Witt, Senior Account Clerk McLaughlin, and Clerk Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Budget Review: Senior Account Clerk McLaughlin read from the attached Budget Overview and Budget Summary. Notable changes include the Fire Department Truck Reserve increased from $60,000 to $75,000 (A Fund), the water bills will be increased 3.5% (F Fund), the Sewer Benefit Assessment (SBA) increased from $50,000 to $61,000 (G Fund). There was a General Fund (A) Revenues analysis completed and the revenues in the 23/24 Budget are more in line with past collection trends. 4. Public Comment: There was none. 5. Executive Session: Mayor Collopy paused the meeting at 6:25 PM to move into executive session (to discuss salaries). Motion made by Mayor Collopy to enter into executive session at 6:28 PM, seconded by Trustee Doro and all were in favor. Motion made by Mayor to increase salaries in the 2023- 2024 budget by 3% for all employees and continue the same medical plan, seconded by Trustee Herzog and all were in favor. Motion made by Mayor Collopy to exit executive session and adjourn the meeting at 6:56 PM, seconded by Deputy Mayor Contino and all were in favor. 6. 2023/2024 Budget: Motion made by Mayor Collopy to bring the Tentative Budget as presented to the Public Hearing on April 12th, seconded by Deputy Mayor Contino and all were in favor. 7. Bennett Pump Station: Motion made by Mayor Collopy to authorize Clerk Witt to solicit bank bids for a one-year Bond Anticipation Note (BAN) in the amount of $325,000 to comply with grant opportunities, seconded by Trustee Herzog and all were in favor. 8. 2022/2023 Purchases: After Board discussion, it was decided that there is room in the 2022/2023 Budget to purchase the office server, HeyGov widget extension for the website, and the firehouse windows. Motion made by Mayor Collopy to make these purchases in the current budget (22/23), seconded by Deputy Mayor Contino and all were in favor. 9. Thank You: A special thank you to Ceil Collopy for bringing pizza to this meeting. 10. Next Scheduled Meeting: April 12, 2023, at 6 PM- Business Meeting and Public Hearing on the Budget.
